Translation

But if they repent, establish the prayer and pay obligatory alms, they are your brothers in religion. We thus explain Our verses to a nation of understanding.

Tafsir

If these people repent, pray and pay zakat, they will have found the truth and corrected their ways, and such people are brothers and sisters according to the teachings of Islam.

(Thus do We make clear Our Verses to a people who know.) In the first sense, this verse means that people who have believed in Allah and His Messenger and have faith in Allah, and who have been judged by the verses of Allah and His Messenger, and who have kept His commands and prohibitions, and Allah has brought them to salvation and enlightenment and peace, and thus He saves them from troubles by explaining His Verses to them. In the second sense, people who have reformed their nafs, who have reached the state of ilma'l-yakin, who have been formed with the knowledge of Allah according to the verse (wa'r-rasihu), who have grown up spiritually, and who are able to comprehend the meanings and subtleties of the verses of Allah (swt) by mentioning the group of scholars according to the verse (the passing of your scholars to the hereafter is like the departure of the sun and the coming of the darkness), are people who can comprehend the meanings and subtleties of the verses of Allah (swt).

Such people are those who know the existence of Allah (swt), who are devoted to Allah (swt) and His Messenger (saw), who do not compromise on Allah (swt) and His Messenger (saw) in the face of any obstacle, who do not sell the Word of Allah (swt) for material goods, who do not turn people away from the path of Allah (swt) by following their own desires and wishes, who strive to spread truth and justice on earth, who forbid evil and enjoin good. These are the people who better understand the Verses of Allah and judge by them.

What is said in the video

Surah At-Tawbah, we have come to verse 11.

But if they repent, perform the prayer and give zakat, then they are your brothers in religion. Thus We explain Our verses to a people who know, it says. To a people who know.

Within this people there are those who know and those who don't.

What does Allah Almighty say about His verses? To a people who know. Well, doesn't He explain them to the one who doesn't know? Although He explains them to all the worlds, indeed the mercy came to the worlds, a people who know abide by it, He says. Only people who know Me abide by it. If these people repent, pray and give zakat, they have found the truth, their ways they have (?), and such people, according to what the religion of Islam teaches, are counted as one another's brothers. Thus We explain Our verses to a people who know. In this verse, in the first sense: people who have believed in Allah and His Messenger and have faith, abiding by Allah Almighty's verse, keeping His commands and prohibitions; since Allah Almighty brings them to salvation, to light and peace, by explaining His verses to people this way, from hardships He saves them. In the second sense, people who have sensed their nafs, reached the state of ilm al-yaqin, and, according to the verse (?), are kneaded with Allah's knowledge, growing spiritually; "the passing of your scholars into the hereafter is like the sun going and darkness coming", speaking of such scholars, they are people who can grasp the meanings and subtleties of Allah Almighty's verses.

Such people are those who know Allah Almighty's existence with certainty, who bind their hearts to Allah and His Messenger, who make no concession about Allah and His Messenger before any obstacle, who don't sell Allah's word for material gain, who, following the desires and wishes of the nafs, do not turn people from Allah's path, who strive to spread truth and justice on earth, who forbid evil and command good. These people are the ones who understand Allah's verses better and abide by them. Yes. What a fine answer to the superstitionists.
