At-Tawbah 91: If they give advice for the sake of Allah and Allah’s Messenger (to people), there is no sin for the weak, the sick and those who cannot find anything to spend (for battle). There is no way against (no responsibility) those who commit goodness. Allah is Ghafoor (Forgiving) and Raheem (the One who very generously accepts repentance).

If they give advice for the sake of Allah and Allah’s Messenger (to people), there is no sin for the weak, the sick and those who cannot find anything to spend (for battle). There is no way against (no responsibility) those who commit goodness. Allah is Ghafoor (Forgiving) and Raheem (the One who very generously accepts repentance).
Tafsir
The weak, i.e. the old, the children, the sick, the crippled, and those who have no provisions to go to war, and those who do good deeds for the sake of Allah and His Messenger, i.e. those among the weak who are unable to participate in the war, and those who help the children of the mujahideen, and those who serve them, except for these, Allah does not impose any responsibility on them.
Allah is forgiving and merciful. Allah knows who does what for what purpose. Allah knows what is in the heart and the treacherous gaze of the eyes. Allah is forgiving and merciful to those who submit to Him in sincerity.
What is said in the video
Provided that, for Allah and His Messenger, they give people advice — if they do, then for the weak, the sick, and those who find nothing to spend in war, there is no sin. See how beautifully Allah Almighty makes the situation known. For there is no way against those who do good, no responsibility, against those who do good. Allah is Most Forgiving, Most Merciful. He does not intend injustice to His servants. Every soul is called to account in return for what its own two hands have earned. Yes. The weak, that is, the old, children, the sick, and those unable to go to war, not having a (?); those who do good for Allah and His Messenger, that is, those among these weak ones who cannot take part in the war, who help the families of the mujahids, who take care of their needs. These are excepted.
Allah does not lay a responsibility on them. Yes. Allah Almighty is Most Forgiving and Merciful. Allah knows who does what and with what intention. Allah knows what passes through hearts and the treacherous glances of the eyes as well. Allah Almighty, our Lord — that which you need, He says, which lies in the farthest corner of your heart but of which you are unaware — We, We know it, He says. That is, what you need but do not know, We know. So He also knows the treacherous glances of the eyes. What does it say? Beware of the insight of a believer. A hadith of the Prophet. He sees with the light of Allah, it says.
With the light of Allah. So Allah Almighty, who at the (?) of Elestü bi Rabbiküm with people made a covenant and wrote their covenants for them as destiny — Allah Almighty, the Lord who placed characters in them within those destinies — will surely know people's treacherous glance as well, and will know what passes through their hearts.
Yes.
If Allah grants it. If, for Allah and His Messenger, they give people advice, for the weak, the sick and those who find nothing to spend in war, there is no sin.
For there is no way, no responsibility against those who do good. Allah is Most Forgiving, Most Merciful. Now, here there is a beautiful meaning. Look what it says: provided they give people advice for Allah and His Messenger, for the weak, the sick and those who find nothing to spend in war, there is no sin. For example, a man is old. For him there is no sin. Old. But to the people who stayed behind, to those who did not go to war, or rather could not go, in a way that stirs up discord: “These went off to this, but all of them will perish. These, let me tell you, are wronging themselves. If only they had not gone.” If they said, “We would have done this, we would have done that” — these are excluded. What does it say? Provided they give people advice for Allah and His Messenger.
Not advice of this kind. For one who (?) in this way, there is sin. But: they went to sacrifice their lives for us. If they become martyrs, they will win nearness to Allah. If only we too had worked a little for the religion and gone with them. If only we had carried out Allah's commands — for those who give moral support to people who say this, there is no sin.
The weak, that is, the old, children, the sick, the disabled, and those unable to go to war, without a (?); those who do good for Allah and His Messenger — who, as I said a moment ago, give moral support to those who stayed behind. Yes, those of them who cannot take part in the war, who help the families of the mujahids, who take care of their needs — these are excepted; Allah does not lay a responsibility on them.
Allah Almighty is Most Forgiving and Merciful. Allah knows who does what and with what intention. Allah knows what passes through hearts and the treacherous glances of the eyes as well. Toward those who submit to Allah Almighty with sincerity, Allah is Forgiving and Merciful. Isn't that so? Yes.
