And (there is no responsibility for) those who shed tears with sadness because they could not find anything to spend, when you told them; “I cannot find saddles for you to ride.”
Tafsir
Some poor Muslims who were obedient to Allah and His Messenger and who were running for jihad in order not to be left behind from Allah's command, but who did not have any wealth and did not receive any war materials, came to the Prophet (SAW) and said, "O RasulAllah! We also want to participate in the war. But we have neither road preparations nor mounts. If there is a situation that can provide us with these things, we would like to participate without burdening others. When the Prophet (PBUH) told them that the army and we did not have such a possibility, and left them behind because of their excuse, these blessed people wept with sorrow and sadness at not being able to participate in the battle with the Prophet and fulfill Allah's command to wage jihad.
Those who believe in Allah and His Messenger, those who know the Hereafter with certainty, those who strive to fulfill Allah's commandments, Allah will personally welcome and reward them on the Day of Judgment tomorrow. He will reward you with rewards from Himself and grant you the peace and comfort of the abode of eternal bliss.
It is narrated that among the people who applied were some of the great men of the Companions, such as Abu Musal Ashari, Abdullah ibn Kaab, Makil ibn Yasar. They say that this verse was revealed upon this.
In this way, Allah Ta'ala has explained who are those who are unable to participate in the war because of excuses, and He has also made it clear that there is no responsibility on them for not going to war.

Surah At-Tawbah, verse 92. Allah Almighty, concerning those who will not be able to take part in war, concerning who cannot take part and yet will not incur sin, makes His verse known to the Prophet (peace be upon him), and since in every age the verses are valid, He has made this situation known to us as well. “When they came to you so that you might provide them with mounts” — that is, some of the Companions said to the Prophet: O Messenger of Allah, we too want to take part in the war, but in the war, to continue on the road with you, we have neither a mount, nor food, nor weapons to join you with. Can you provide us with these?
In the verse, when such poor, needy people cannot go to war, Allah Almighty gives them permission. For them there is no sin, it says. So: “When they came to you so that you might provide them with mounts, and you said, ‘I cannot find a mount to carry you’, and because they could not find anything to spend, those who turned back, their eyes shedding tears of grief — for them too there is no responsibility,” it says. They grieve very much. Because they could not come to (?), because they could not carry out Allah's command, because of their poverty. Yes, some poor Muslims who obeyed Allah's Messenger and, so as not to fall behind Allah's command, rushed to jihad, but had no wealth and could not buy war equipment, came to the Prophet (peace be upon him) and said: O Messenger of Allah, we too want to take part in the war.
But we have neither provisions for the road nor mounts. If there is a way to provide us with these, we too, without being a burden to others, want to take part, they said. Thereupon the Prophet (peace be upon him), telling them, “Neither the army nor we have such means,” kept them back from the battle because of their excuses; when he did, these blessed people — at not being able to join the battle with the Prophet and not being able to carry out Allah's command “Wage jihad” — shed tears from their eyes in (?) and sorrow. Yes, those who believe in Allah and His Messenger, people who know the Hereafter with certainty, those who (?) to carry out Allah's command — tomorrow, on the Day of Resurrection, Allah will receive them Himself and will (?) them.
Rewarding them with rewards from His own Being, He will bring them to the pleasure, peace and comfort of the eternal abode of bliss. According to a report, among these persons who applied were, from the Companions, Abu Musa al-Ash'ari, Abdullah ibn Ka'b, Ma'qil ibn Yasar and other honored persons. They say this verse was revealed upon this. Yes, in this way Allah Almighty, about those who cannot take part in war because of their excuses, both related through events who they are and made known that in their not going to war there is no responsibility. Yes, our Lord does not lay on our backs a burden we cannot bear.
Because He is a most compassionate, pardon-loving, most forgiving, exalted Lord of ours. That is, our Creator. Our Owner. Yes.
