Oh mankind! Indeed, an absolute proof has come to you from your Lord, and We have sent down a clear enlightenment (noor/Qur’an) for you.

Tafsir

O people! We have sent to you as a Prophet Muhammad (PBUH) with clear miracles, with a clear proof, with miracles that leave no doubt. We sent down to him a light from Us. And We have set before you the Qur'an as a proof, a source of light and guidance, teaching you what you do not know.

What is meant by a clear proof that comes to people is that in these worlds created from the light of Prophet Muhammad (pbuh), mountains, stones, wolves, birds have testified to the Prophethood of Prophet Muhammad (pbuh). These miracles are a clear proof to every intelligent person.

The meaning of a clear light is that the Qur'an is a Book of light, which teaches people what they do not know and is sent by Allah for the needs of people, according to the verse in which He says that none of the creatures can find any deficiency in the Qur'an (if this were a human invention, you would find many inconsistent words in it).

What is said in the video

O people, a decisive proof has certainly come to you from your Lord and We have sent down to you a clear light, it says. O people — to the people Allah addresses He says it. 'Yâ eyyühe'n-nâs,' they say. It does not say 'those who believe'.

Nor does it call out to all His creatures. Because He has programmed them. But what does He say to people? O people, certainly from your Lord a decisive proof. What is this proof? This proof here is the Quran — look, this Quran, yes, this proof — what we do not know, what we do not know we learn from the Quran, and for what we do not know, this shows us the way, because our reason is deficient. Allah Almighty shows the way to us, to our deficient reason — He shows us the ways. Yes. If we hold fast to it, if we hold fast to the Quran, we find life. And it is a proof before us, (?). O people! That is, without distinguishing any non-Muslim, idolater or Magian, it addresses all people.

From what? O people! Yâ eyyühe'n-nâs! A decisive proof has certainly come to you from your Lord. Decisive. That is, We sent down the Quran, and We sent down to you a clear light. It is Allah Almighty who sent the Prophet as a mercy to the worlds. Ve mâ erselnâke illâ rahmeten li'l-âlemîn. He sends mercy to the worlds. Not to Muslims, mind you. To all people, to the worlds, to humans and jinn, to both worlds. To both the hereafter and this world. Ve mâ erselnâke illâ rahmeten li'l-âlemîn. I sent you as a mercy to the worlds. Because from his light both this world and the hereafter were created. And from his spirit the spirits of people were created.

So the Quran, too, came to the worlds. To the worlds, to people. Non-Muslim, idolater, Magian, whoever they may be. All people descend from a single soul, and to these people a decisive proof has come, it says. But some poor people who do not know themselves, some hodjas, say the Quran came to the Muslims. Look, (?). The Quran came to the Muslims, they say.

The Prophet came to the Muslims too. Muhammad, too, came to the Muslims.

Yes. That is what they say.

And they deny this verse. What does it say here? O people! A decisive proof has certainly come to you from your Lord. Don't they say that? You have probably heard it too. I have heard it. 'The Quran came to the Muslims,' they say. 'The Prophet is the Muslims' prophet.'

In the verse, to the worlds, Allah Almighty does not (?) to His servants. But whoever turns his back on this has done wrong to his own self. O people! With clear miracles beyond any doubt, with a decisive proof, with miracles, Muhammad (peace be upon him) as a prophet We sent, it says. To all people. We sent down to him a light from Us. That is, the Quran — as a proof before you, We gave a (?) source of guidance that teaches you what you do not know, it says. Yes. Teaching us what you do not know. Because we were created with deficient reason. We must know our helplessness. And within this helplessness, because Allah Almighty created us very honoured, the Quran, as a proof before us, as a light, telling us through verses what we are to do; because He intends us both to be welcomed with a smiling face in His divine presence and to live in peace in worldly life without hardship — that is, because He loves us, He sends us prophets and books.

Books. Finally Muhammad (peace be upon him), as the seal of the prophets, as the one who ends all prophets, as a mercy to the worlds, He sends. To the worlds. And He sends the Quran to all the worlds. But whoever turns his back on the Prophet and the Quran has turned his back on Allah, and that person has bought the abode of eternal punishment. Yes.

What is meant by a decisive proof coming to people: in these worlds created from the light of Muhammad (peace be upon him), mountains, stones, wolves, birds have borne witness to Muhammad's prophethood. For everyone with reason, these miracles are a decisive proof. It is a decisive proof. Yes. And what is meant by a clear light: none of the created can find any flaw in the Quran; 'If this were a human fabrication, you would find in it many words that contradict one another,' as He says in the verse — this Quran, which teaches people what they do not know, and which Allah sent for people's needs — the Quran is a book of light. Yes.
