Oh you believers! Obey Allah. Also obey the Messenger and those in authority among you. If you fall into dispute over an issue, if you truly believe in Allah and the hereafter, refer it to Allah and the Messenger. This is better for you and also good in terms of its outcome.

Tafsir

O you who believe, obey Allah and obey the Messenger. And obey the supreme leaders who are not from you. What is meant here by "the people who are from among you" is that the rulers over you are non-Muslims and they want to turn you away from your religion. Do not obey them, but obey people who are from you and share your faith. In a state, the rulers of the believing people may force them to convert from their religion. In that case, the believers should leave that town and emigrate to their brothers and sisters in Islam where they can worship freely. Because Allah says so. A Muslim does not destroy any town, does not commit corruption, does not allow anarchy.

Whenever there is a dispute about a matter or an incident, take it to Allah and His Messenger. The meaning of this is that Allah, who sheds light before the people, tells them what will happen in the Holy Qur'an, with examples of the old and the dry. When you are faced with a dilemma and you have to decide between yourselves, then decide according to Allah's justice and the Qur'anic verses. If you do not understand the verses, then refer to the hadiths, and if you do not understand the hadiths, then refer to the scholars among you who obey Allah and His Messenger, who you know to be true, who are the successors of the Prophet. This will be better for you. Allah will protect those who seek refuge with Him, and He will change the outcome for the better for both of you, and the outcome will be better for you. Allah is All-knowing, All-knowing.

Whenever a dispute arises between you and the ulama whom you obey, refer to the Verses of Allah and invite the ulama whom you obey to the truth by showing him the Verses of Allah. This is better for mankind and better in result. For Allah teaches people with His Verses what they do not know. Allah Himself helps the people who judge by His Verses and makes their affairs their own.

What is said in the video

Bring it here, let me see. Yes, Surah An-Nisa, verse 59. O you who believe! Obey Allah! Obey Allah!

Yes, of course we will obey the One who created us. A person obeys his mother, his father, whoever looks after him, and yet would he disobey the One who created all the worlds? Yes. And obey the Prophet and those in authority, the rulers among you, it says. Ulul amr.

The Prophet, in this hadith, in line with the verse, says: the commander over you, even if he is no more than a raisin stalk, obey him, he says. The commander over you. So in Islam there is unity and togetherness. Whoever breaks unity and togetherness is doomed to fall apart.

If you disagree about a matter, if you truly believe in Allah and the Hereafter, refer it to Allah and His Messenger. That is, if a conflict arises among you and you cannot agree, never in your religion go into conflict, do not get into it. Refer it to Allah and His Messenger. Say: I know it like this, my brother. According to this verse it must be like this. And he says: no, I say it must be like this. Then, if you know it that way and I know it this way, saying that the best of it Allah and His Messenger know, one must leave it to them, remove the discord and unrest between us and keep unity and togetherness going.

And it is also better in its outcome, it says. Of course, in terms of outcome, if we say yours is yours and mine is mine, between us a quarrel of you versus me arises. And through the whims of the nafs, as Satan's toys, we drift away from one another. But if we leave it to Allah and His Messenger, the bonds of love between us continue.

Yes. O you who believe, obey Allah and the Prophet. And obey those in authority among you. Who are those in authority? In this time, heads of state, laws, or scholars, or governors, district governors, whoever runs that city, those in authority, or commanders: obey them, it says.

Here, what is meant by 'those in authority among you' is: the rulers over you may be non-Muslim and want to turn you away from your religion. 'Those in authority among you.' Attention must be drawn to this too. The one in authority over you, your superior, in order to turn you from your religion, makes you offers, and also torments you.

if you give in to his desires, you lose both your world and your Hereafter. That is why 'among you'. When it says 'among you', he does not push you out of your religion. He will lead you to Allah and His Messenger and tries to guide you with laws so that you are governed by Allah's sharia rulings. Because he is the superior. Of course obeying the superior is required. But 'among you'. That is, with people who are within the religion of Islam. Yes. Not these, but those among you, people who share your faith — obey them. In a state, the rulers over the believers may force them to turn away from their religion.

Isn't there such a thing? There already is, right now. There is propaganda. There is Christian propaganda. Non-Muslims have hostility toward the religion. In this situation people fall into divisions. If such a superior over you is forcing you, you must not obey him.

In this case believers must leave that region and emigrate to their brothers in Islam, where they can worship freely. Allah Almighty says the earth is wide. Whoever, in a place on earth where he cannot worship, finds that a span further on, a span away, beyond the border, he would be able to worship, and from that span of ground crosses the border and emigrates, gets exactly the reward of the Companions' emigration from Mecca the Honoured to Medina the Radiant.

The same reward. Because the intentions are the same. Whether it is a span or a thousand kilometres. Yes. Allah Almighty also says in a verse: if you cannot perform your worship in a place, the earth is wide. The earth is wide. Emigrate to your brothers with whom you can worship. If anyone gives provision, He says, it is Allah. Who knows, perhaps, it says, you will have even more provision. Yes. Because Allah decrees so in His verses. A Muslim brings corruption to no land. That is: brother, you are non-Muslim, you are my superior, I live my own religion here, I don't recognise your laws, or I don't recognise the laws of that state — you cannot say that.

There is no authority for that. Because now our Muslims work in other, foreign states. They are obliged to follow the laws there. If it is going to turn you from your religion, then the verses announce it: Return, come back to your homeland. The earth is wide. Return. Go to your brothers in Islam. But in a place, in a country, do not rise in revolt against the laws of the country and drown it in corruption. Yes.

A Muslim brings corruption to no land, does not sow mischief. He does not allow anarchy.

When there is disagreement on any matter or in some event, take them to Allah and His Messenger. As I said just now, we could not agree on a matter.

I believe it this way according to the verses; he, according to his own reason, believes it that way.

Because Allah created reason deficient, people may take the crooked for straight and the straight for crooked. The words that will light our way are Allah's verses and the Prophet's hadiths. In the light of the verses and hadiths, when we, with the friend we argued with — let's not say argued — the friend we talked with about a matter, or with our Muslim brothers, fall into disagreement on a matter, we will say: (?) this to time is worthwhile. Right now it's not possible for us to agree anyway. According to Allah Almighty's verse, so as not to break our unity, so as not to bear grudges against each other out of feelings of the nafs, let us leave this to Allah and His Messenger. Because Allah and His Messenger know what is most right and best in everything.

The Companions also used to say so. O Messenger of Allah, Allah and His Messenger know best, they would say. They wanted to hear it from him. Yes, what is meant here: Allah, who lights the way for people, in the Quran tells them with examples everything, wet and dry, that will happen, with examples.

Allah says He never refrains from giving the example of a mosquito or something bigger. In a language every person can more or less understand, the miracle of the Quran has been made known to us through words, through Allah's verses. But this does not mean that every person will understand Allah's verses in their full meaning.

Because even the most ignorant will understand, but he will understand in his own way.

The most learned too will understand the meanings of the verses, and this time the scholars will bring light to that lowest level of intellectual capacity with Allah's verses. If, when the Quran says Allah never refrains from giving the example of a mosquito or something bigger, the Quran had been understood in full by people at a lower level in faith or in reason as well, there would be no need for scholars. There would be no need for scholars at all. For this reason, the passing of your scholars to the Hereafter, it says, is like the sun going and darkness coming. So the matters they cannot understand will, through their scholars, be explained to them.

Just as, when we cannot understand the verses, the Prophet with his hadiths explains to us what the verses mean. With his hadiths. So people, scholars, learn some matters of religion they cannot understand through their scholars. Yes.

When you must judge among yourselves, decide according to Allah's justice and the verses. When the rulings are to begin. What does it say? What is meant: Allah, who lights the way for people, in the Quran tells them with examples everything, wet and dry, that will happen. When you face a dead end, when you must judge among yourselves, when facing a dead end, when you must judge among yourselves, by Allah's justice and according to the verses, decide. Decisions will be made in the light of the verses. For example, we answer the questions asked of us in the light of the verses. In the light of the verses.

A person immediately grasps what he can do. With the verses. If it were given not by the verses but by reason, by reason — since reason is deficient; He created man deficient anyway. Being created deficient means being created deficient in reason. It is not a bodily deficiency. Bodily creation is a marvel at the peak of the art of creation. A marvel. All creatures, for the task they will perform, have been created in the best way. And if that creature had a bodily deficiency for its task, Allah would be (?). There is no creator or any being who could have that task done in a better way than Him.

He created His creatures right at the peak for the task they will perform. The deficiency, however, is in man's reason. Why was man given deficient reason? With deficient reason man will err, will submit to Allah Almighty who lights his way, will ask his Lord for pardon and forgiveness for his mistakes, and will fit Allah Almighty's purpose of creation. That is why the door of repentance is open; when a person repents of the mistakes he has made, Allah Almighty accepts their repentance. He accepts it abundantly. Because Allah is At-Tawwab. Because He created him deficient, that's why. He created reason deficient. In this case the person (?) to the whims of his nafs.

If he bows his neck and repents, he rises in degrees in the sight of his Lord. But there are people who, in pride and arrogance, in fame and glory, can never bow their necks to the ground. In this case, look what Allah Almighty says about such people in Ya-Sin. We have put iron collars on their necks, He says. Iron collars. What is this collar? You know, dogs have a spiked collar like this on their necks, spiked. So that the wolf won't strangle it when it attacks. Such collars are on their necks too. They cannot bow their necks. And so they go far in wronging their own selves.

That is why, right or wrong, if we turn to Allah Almighty's verses and make our decision in the light of those verses, we attain salvation. We find peace. If you have not understood the verses, then turn to the hadiths. If you don't understand the hadiths either, then turn to scholars among you who obey Allah and His Messenger, whose rightness you know, the heirs of the prophets. This is better for you; for people it is better than quarrelling. Because he will learn something, learn something about religion. Allah, protecting those who take refuge in Him on your behalf, turns the outcome for both sides into good, and it is better in its outcome.

Allah is the All-Knowing. Yes, since both sides will submit to Allah's verse, one explained it with Allah's verses. Say he turned out to be right. In him there is no whim of the nafs, no pride or arrogance. Why? Because he taught. He taught. The other learned and said: may Allah be pleased with you. May Allah be pleased with you, look, I knew it like this, he said, look, I learned one more thing, he says. We come across such people. I learned one more thing, he says, may Allah be pleased with you, he says. And in the end both are governed by Allah's verses and find peace. When a dispute arises among you with these people in authority you obey, turn at once to Allah's verses, and those in authority you obey, by showing them Allah's verses, invite them to the truth.

It happens that those in authority can also err. He too, in his capacity as your superior, may give you a wrong order. Then you must show him the truth.

This is better for people and also better in its outcome, it says, for people. What have you done? You have fulfilled enjoining what is right (amr bil-maruf). You know, a wrong about to be done: first with your hand, otherwise with your tongue, otherwise with the heart, the weakest side of faith, by detesting it with your heart — in this way you fulfil it. That is, enjoining what is right.

Because with His verses Allah teaches people what they do not know. Allah Himself helps people who are governed by Allah's verses, and makes their affairs easy for them.
