But Allah bears witness on what Allah has sent down to you. it is sent down by Allah’s knowledge. Angels also bear witness. And for a witness, Allah is enough!
Tafsir
Allah bears witness that He sent the Holy Qur'an from His Essence to His Messenger with His knowledge. The angels also bear witness to this (And Allah is sufficient as a witness), meaning that I do not need the testimony of the angels. My testimony is sufficient as the absolute power and the judge of judges.
The meaning of "He sent it down with His knowledge" is that Allah is beyond the realms and is free from His creations. He is beyond time and space. Allah, who is outside of time and space, reveals it to the human heart with His knowledge, a knowledge we call the way of communication. This is reserved for Allah alone. The created beings will not be able to do this. Because although Allah is the owner of all sciences, He has not revealed to human beings the secret of creation, nor has He revealed many sciences. These sciences are reserved for Allah. It is Allah addressing the sciences that are inaccessible to human beings with His knowledge. Today, in technology, people talk to each other through communication and telephones. However, it will never be possible to speak to the heart of any human being with the knowledge of communication that belongs to Allah. In this respect, when Allah says that He sent it down with His own knowledge, it emphasizes the meaning that He sent the Holy Qur'an unmixed and pure by Himself, which no creature can be able to mix something with it by finding this frequency and entering into this knowledge. In this respect, Allah says in one of His verses, "If this were a human fabrication, it would contain many words that do not agree with each other.
(Allah is sufficient for you as a witness.) In the hundred and twenty-ninth verse of Surat al-Tawbah (feintawellev fekulhasbiyallah'u la ilahe illahu alayhi tawakkeltu wa huwa Rab'bul arshil azim) In His verse, He says, "O my Messenger, if they turn away from you, if they disbelieve you and disbelieve you, say, 'Allah, the Owner of the heavens and the earth, is sufficient for me.
Allah is all-powerful. He has absolute power over His creatures, sovereign over them and all-powerful over them.

Verse 166. But Allah bears witness to what He has sent down to you.
Why don't others bear witness, but Allah bears witness to what He sent down? We will explain. He sent it down with His own knowledge. The angels also bear witness to me. Now, the angels also bear witness to this, and Allah suffices as a witness, it says.
The Quran — Allah Almighty, in the Levh-i Mahfuz, with Him there is a book that is preserved in the Levh-i Mahfuz. (?) What does it say? Allah bears witness to what He sent down to you. I had it sent down by My power Myself. I sent it down by My power. Where to? In the Levh-i Mahfuz, to the place called Kadir. I sent it down to the Levh-i Mahfuz, at the Sidre-i Müntaha, to the place called Kadir. With His own knowledge He sent it down. He sent it down by His own power. The angels also bear witness to this. The angels too saw that I sent it down with that power of Mine. They bear witness for Me to this, He says.
That is, for Me, to its descent — to the descent of this Quran — they bear witness. And Allah suffices as a witness. There is no need for the angels' witnesses either, He says. My witness is enough, He says. Yes.
To the Holy Quran, which Allah Almighty sent from His Self to His Beloved with His own knowledge, I have no need of the angels' witness either. My witness suffices, as I am absolute power and the Judge of judges.
The meaning of 'He sent it down with His own knowledge': Allah does not fit into the worlds. He is free of what He created. He is above time and space. Allah, being outside time and space, through His own knowledge — what we call a channel of communication — with a knowledge, makes it known to the human heart. This belongs only to Allah. Created beings will never be capable of this. Because although Allah owns all knowledge, just as He did not tell people the secret of creation, He has not told them many other kinds of knowledge either. These kinds of knowledge belong to Allah. It is Allah addressing, with His own knowledge, the knowledge people cannot reach.
Today, in technology, via communication channels and telephones, people speak with each other. But never will speaking to any person's heart without a medium, with the knowledge of communication belonging to Allah, be possible. In this respect, the saying 'Allah sent it down with His own knowledge' — that no created being, finding this frequency and entering this knowledge of His, could be able to mix anything into it — that He sent the Holy Quran, exclusive to His Self, from Himself, unmixed and pure — this meaning it emphasizes. In this respect Allah, in a verse: if this were a human fabrication, there would be many words in it that contradict each other, He declares.
Here Allah Almighty — we said it earlier too — all His beings He created; for each of those beings a frequency of its own exists. Every atom, we will say, every atom has its own frequency. Allah Almighty, by means of these frequencies, keeps all these things He created under view. He is aware of them. Why do we say Allah is present and watching everywhere? Well, fine. But how is He present and watching everywhere? Has He covered it, I mean, is He in the world? Or in these heavens? It is through this knowledge. What do we do? With people, by a certain frequency, a certain frequency connects and speaks. But each person's frequency is separate, the other person's frequency is separate. Knowing your frequency, (?) frequency, we cannot enter one another.
But Hodja, Satan circulates in people's bloodstreams. Circulating in the bloodstream is one thing. That frequency entering him is another, his tempting him is another. Tempting his heart is another. Each person separately. Tempting is another. And his covering people and speaking with them is another thing. That is, he cannot cover them. Only the one he comes upon. But Allah Almighty, everywhere in the universe, through all frequencies — in them any movement, any distinction, any desire, any wish at once with our Lord appears. He knows it. That is why Allah Almighty, in every part of the universe, is present and watching.
Yes. Allah suffices as a witness, it says. In Surah At-Tawbah, verse 129: fe in tevellev fe kul hasbiya'llâhu lâ ilâhe illâ hû, aleyhi tevekkeltü ve hüve Rabbü'l-arşi'l-azîm. In this verse: O My Beloved! If they turn away from you, if they don't believe you, if they deny you, say: 'Allah, owner of the heavens and the earth and of the great Throne, is enough for me' — say it, He says. Allah's power suffices for everything. Over what He created He rules; He keeps them under His rule and is the possessor of absolute power who has might over them. Yes. Of course Allah's power will suffice for everything.
He rules over what He created; He sees them all and protects them. These beings He has programmed until the Day of Judgment, according to their program He moves. No one can go outside it. Indeed, Allah Almighty expresses this in many verses. For example, according to the verse 'unless We will, you cannot will', what people have prepared — strife and wickedness, or some programs — if they are outside destiny, what does Allah Almighty say to them? They lay a trap, and We lay a trap too, but the trap We lay is better, He says. That is, that with the doings everyone will carry out within their own actions they cannot get outside, and that they will remain within those actions, and by the traps they set they will prove what kind of person they are.
They will not be able to step outside it and break the program. Yes. Allah's power suffices for everything. He rules over what He created, keeps them under His rule, and is the possessor of absolute power who has might over them.
