(Then the ruler) said, “Lords, dignitaries! Give advice to me in this matter of mine. I don’t decide on any matter without you witnessing it.”
Tafsir
Belkis, the Queen of Seba, was a very wise woman. She is a ruler who takes the opinions of those around her, consults with them and makes decisions according to their situations, so as not to make mistakes in her decisions and be embarrassed by being alone. In this case, even though he knows very well the decision he is going to make, he waits for these people to make a decision in order to lead them to the Truth, without resorting to violence, by appeasing those around him.
Therefore, the queen said, "Gentlemen, great ones! Give me an opinion in this matter. He said, "You know I never cut anything without consulting you before you are with me.
In other words, I do not make a decision as a dictator, being selfish and capricious, without thinking about the end result. You know that I have consulted you in all my decisions.

Verse 32, Surah An-Naml. Then the Queen said: O lords, O nobles! Advise me in this matter of mine. You know, without you beside me, without consulting you, I settle no matter, she says. Now, wise people. And Allah Almighty (?) righteous women. Righteous women are different, he says. Yes. The Queen of Sheba, Bilqis, is a very wise woman. So as not to fall short in her decisions and be left alone and embarrassed, she takes the views of those around her, consults with them, and is a ruler who makes decisions according to their circumstances. In this case too, although she knows very well the decision she will make, winning the hearts of those around her, without resorting to force, in order to turn these people too to the truth, she waits for them to decide. That is why the Queen said: O lords, O nobles, advise me in this matter; you know, without you beside me, without consulting you, I settle no matter, she said. That is, I do not, as a dictator, selfish and capricious, without thinking of the outcome, make a decision.
And you know that in all my decisions I have consulted you, she says. I had consulted them. In all her decisions, still following her own view, while consulting them, after nicely instilling her view in them and convincing them too, she still carries out her own view. Indeed the Prophet too, even though he had decided on something and knew himself how it would turn out, still held consultation; then in line with his own view — well, that thing: once you have made a decision, do not turn back, says Allah Almighty.
