(The hypocrites) take an oath by Allah that they are with you. But they are not with you and they are a fearful (from your swords) nation.
Tafsir
When hypocrites live among Muslims, they appear to be Muslims for their own benefit and fear. In fact, these hypocrites are not with them because they love those people. The hypocrites either have a vested interest in those people, so they appear to be in favor of them, or they are afraid of the other person because he is strong and cannot dominate him, so they appear to be in favor of him.
Such people do not believe in the Hereafter because they have turned away from Allah and His Messenger. Out of fear, when necessary, they swear strong oaths to convince others that they are their friends and on their side, saying that we are your supporters or that we share your beliefs. But Allah knows better that they are not of us.
(They are a people who fear your swords.) The first meaning of this verse is that when Islam is strong, the hypocrites are safe from evil because they fear Islam. The second meaning is that hypocrites do not believe in Allah and His Messenger. They deny the Hereafter. Their life and living is in this world. In this respect, they are those who carry out their business by appearing to be on the side of the other person out of fear that their worldly benefits will be cut off from him. Allah (swt) reveals the hypocrites to people with His Verses.

Surah At-Tawbah, the 56th verse. Those hypocrites swear by Allah that they are surely of you. Yet they are not of you. But they are a people who fear your swords, He says. Yes. Now, today, for this verse, besides the hypocrites, regarding non-Muslims, Allah Almighty also has a verse that proves this verse. They, He says, hiding among solid fortresses, among strong fortresses, He says, wage war, He says. Yes, do not fear them, fear Me, says Allah Almighty. While living among the Muslims, hypocrites, out of their own interests and fears, appear as Muslims. In fact, these hypocrites are not with them because they love those people.
Hypocrites either have an interest in those people and appear on their side, or because the person opposite is strong and they cannot impose their will on him, they fear him and appear on his side. Such people, those with these traits, at the same time, because they turn their faces from Allah and His Messenger, do not believe in the hereafter. Out of fear, when necessary, to convince the person opposite that they are his friend and on his side, they swear strong oaths and say: we too are on your side, or we too share your beliefs with you. Whereas Allah knows better that they are not of us. They are a people who fear your swords.
In this verse, the first meaning: when Islam is strong, since they fear Islam, one is safe from the evil of the hypocrites. The second meaning is: hypocrites do not believe in Allah and His Messenger, they deny the hereafter. Their living and their lives are this worldly realm. For this reason, from the person opposite, out of fear of their worldly interests being cut off, they say to them, to these people, we believe. That is, they say to the Muslims, we believe.
