Translation

They prostrate on their faces, crying. (Reciting the Qur’an) increases their sincerity and respect.

Tafsir

The more these people read the Holy Qur'an, the better they understand the greatness of Allah (swt). People realize that they are temporary travelers in the world, that wealth and property are reasons for people to receive rewards and sins in their destiny. They understand better that people cannot take even a particle of the world to the Hereafter according to the verse (The inheritance of the heavens and the earth belongs to Allah), that wealth and property belong to Allah and they cry and make supplication to Allah (swt);

O our Lord. You have made us acquainted with You out of Your mercy. We too have come to know You and have turned to You. We are mortal and humble servants. We are incomplete, and Your Self is complete and perfect. O Allah! Surely, one day on the Day of Judgment, we will be held to account in the Court-i Kübra in the Presence of Allah. Forgive us for the sins we have committed in the worldly realm due to our lack of wisdom and mistakes. O our Lord, you are our Mawlana, our only refuge and our only door. We have nowhere else to go but to You. They ask Allah not to deprive us of His mercy.

It is with this feeling and understanding that people read the Qur'an and find Allah (swt) to be very merciful and forgiving.

What is said in the video

Surah Al-Isra, verse 109: Weeping, they fall on their faces to the ground, and reading the Quran increases their reverence.

Yes.

The more these people read the Holy Quran, the better they understand Allah Almighty's divinity. They realize that man is a passing traveller in the world, and that wealth and property, within people's destinies, are (?) causes for them to earn reward and sin; this they come to grasp. According to the verse: The inheritance of the heavens and the earth belongs to Allah. They understand better that people cannot take even a needle from the world to the hereafter, that wealth and property belong to Allah, and they entreat Allah Almighty, weeping. O our Lord! Out of Your mercy You made Yourself known to us.

And we came to know You and turned to You. We are mortal and helpless servants. We are deficient, while You are complete and perfect. O Allah! Surely one day, on that Day of Judgment, at the supreme court, in the divine presence, we will be called to account. For the sins we committed in the world because our minds are deficient and fallible, grant us pardon and forgiveness. O our Lord, You are our Protector, our only (?) and door to take refuge in. We have nowhere else to go but You. Do not deprive us of Your mercy, they will say. Saying this, sir, they weep.

Thus, with the Holy Quran, in this feeling and understanding they have come to, people attain Allah Almighty's mercy and find Allah Almighty most forgiving and pardoning.
