Al-Kahf 74: They walked and moved on. When they encountered a boy, he (Al-Khidr) killed him. (Moses) said; “You have killed a pure life without a life in return (without him having killed anybody). Verily, you did something terrible.”

Translation

They walked and moved on. When they encountered a boy, he (Al-Khidr) killed him. (Moses) said; “You have killed a pure life without a life in return (without him having killed anybody). Verily, you did something terrible.”

Tafsir

Since Hazrat Musa 'alaihis-salâm' gave a fatwa according to the Shari'ah ruling of Allah (swt), the reward for killing a person who has not committed any crime is the killing of the person who killed him. In the ages before the advent of Islam, among the Prophets who came one after another and the commandments of Allah revealed to them was that the reward for killing a person who had not committed any crime was the killing of the one who had committed that crime.

Since this law of Allah has remained unchanged and every Prophet who has come has brought the true religion of Allah to mankind, in our time, according to the Shari'ah ruling of Allah, the penalty for the killing of a person for no crime is the killing of the one who killed him. The responsible person who is the heir of the deceased may, if he wishes, forgive the murderer in exchange for a diet. This is more pleasing in the sight of Allah.

When Hadrat Musa 'alaihis-salâm' could not bear the fact that Khidr 'alaihis-salâm' had unjustly killed a child who had not committed any crime, he reminded Khidr 'alaihis-salâm' of Allah's commandment, which is the Shari'ah ruling, and said, "You have slaughtered a pure soul without any payment for a life (even though he had not killed anyone)! Indeed, you have done a bad thing.

What is said in the video

Surah Al-Kahf, 74th verse. Again they set out, until, when they came upon a boy, Khidr at once killed him. Moses said: A pure soul, not in return for a soul, though it had killed no one, you have slain? Truly, you have done a terrible thing. Since Moses (peace be upon him) gave his fatwa according to Allah Almighty's Sharia ruling: in return for the killing of a person who committed no crime, the one who killed is also to be killed. In the ages before Islam came, among the prophets who came one after another and the commands of Allah made known to them, in return for the killing of someone who committed no crime the one who committed the crime is also to be killed.

As this law of Allah undergoes no change, and since every prophet who came made Allah's true religion known to people, in our time too, according to Allah's Sharia ruling, the penalty for someone being killed without guilt is that the killer too is killed. As for the responsible person who is the heir of the deceased, if he wishes, he may forgive the killer in return for blood money. This is more pleasing in the sight of Allah.

Yes. So Moses (peace be upon him), when Khidr (peace be upon him) unjustly, not in return for a soul, killed a child who had committed no crime, could not bear it and again reminded Khidr (peace be upon him) of Allah's command, which is the Sharia ruling: A pure soul, not in return for a soul, though it had killed no one, you have slain? Truly, you have done a terrible thing, he said.
