Translation
Dhul’Qarneyn said; “This is a mercy from my Lord. But when the promise of my Lord comes, Allah will destroy this barrier. The promise of my Lord is true with no doubt!”
Tafsir
When Zulqarnayn says that this is a mercy of my Lord, it means that he is saying that this is a mercy of my Lord in return for the knowledge that Allah (swt) has given to Zulqarnayn.
(But when the promise of my Lord comes) It means that Allah created these worlds and in the end these worlds will come to an end. Doomsday will break. When Zulqarnayn turned the lump of ore he had made into bronze, because people's power was not enough to pierce it, Zulqarnayn said that the promise of my Lord is true, and when that time comes, that is, when the Day of Judgment breaks, the bronze that Zulqarnayn had made will be destroyed and this bronze will be scattered like a piece of earth.
Allah is exalted from all imperfect attributes. Whatever Allah has promised will surely be fulfilled. In another verse, Allah (swt) says, "Who is as faithful to his promise as Allah? In this case, no creature can be as faithful to his promise as Allah. He declares that when the Hour comes, no force will be able to prevent it.
What is said in the video
Surah Al-Kahf, verse 98: Dhul-Qarnayn: This is a mercy from my Lord. But when my Lord's promise comes, He will level it to the ground. My Lord's promise is true, he said. When will this true promise come? When will this promise come true? On the Last Day. Then it too will all shatter and scatter. Dhul-Qarnayn's "this is a mercy from my Lord" means that, for a knowledge Allah Almighty gave Dhul-Qarnayn, he says: this is a mercy from my Lord to me.
But when my Lord's promise comes: this means Allah Almighty created these worlds, in the end these worlds will (?), the Last Day will come. The mass of metal Dhul-Qarnayn made, by (?) into bronze, since people's strength would not suffice to pierce it, Dhul-Qarnayn says my Lord's promise is true; when that time comes, that is, when the Last Day comes, the bronze Dhul-Qarnayn made will be leveled to the ground. This bronze too will scatter like a clod of earth. Allah Almighty is free of all imperfect attributes. Whatever Allah has promised will surely be fulfilled. In a verse Allah Almighty says: who is as faithful to his promise as Allah?
So no created being can be as faithful to its word as Allah. When the time for the Last Day comes, no power can prevent it, He declares.
