There were nine people (leaders) in that town that caused mischief on earth and did not recant (did not turn to the side of goodness).
Tafsir
Hadrat Salih 'alaihis-salâm' had pity on his people and wanted to protect them from the calamities that would befall them. Nevertheless, some of the people of this tribe lived in a city called Hijr. They were the sons of the prominent people of this city. They were the ones who not only led themselves to destruction, but also did not leave those around them in peace and were the ones who made mischief on the earth and stirred up mischief. There was nothing good about these people. They were such cruel people.
They would not heed the warnings given to them and would continue their evil deeds and their enmity against Allah, and would continue to harm those around them along with their followers.
In every town, there are always bad people against good people. If there are no bad people, the good people will not be appreciated. There is no end to evil, and evil people do not prosper. This Verse and the Verses that follow it describe how those who do evil and agree with the evil ones, and those who follow them, are ruined and miserable.
What is said in the video
Surah An-Naml, verse 48. In that city there were 9 ringleaders, and Allah Almighty knows them all well, the ringleaders (?). In that city there were 9 persons who made mischief on earth and never came near the side of good.
Prophet Salih (peace be upon him), pitying his people, wants to protect them from the calamities that would befall them. Despite this, some people of this tribe, who from Hijr (?) in the city resided. These were the sons of the leading notables of this city. Banded together, just as they dragged themselves to ruin, they did not leave those around them in peace; they were people who made mischief on earth and drowned everything in strife. These people had no side that did good. Such unjust people they were. Turning a deaf ear to the various warnings given them, these people continued in their evil and their enmity toward Allah, and together with their followers they went on harming those around them.
Like whom? For example, now there are underworld mafias. A man has formed a gang. What does he do? He kidnaps a man and says: give me ransom. Or he raids a place and demands protection money. Do you understand? Unjust ones like that, just the same. The people of this time, the people of that time, the verses.
Turning a deaf ear to the various warnings given them, these people continued in their evil and their enmity toward Allah, and together with their followers they went on harming those around them. In every town, at every time, there are surely bad people set against the good. Indeed, if there were no bad people, the worth of the good would not be known. Just as evil has no end, evil people never come to good. In this verse and the verses after it, how those who do evil, those who agree with evil, and those who follow them were ruined and devastated is made known. We will come to the following verses, God willing.
