It is not possible for a city that We have destroyed to rebuild (to be complete again). They will not return.
Tafsir
Allah (swt) will not rebuild a country He destroyed with the people He destroyed. This is because the people who live in these lands are people who have rebelled against Allah (swt) and disbelieved in Allah and the Hereafter. These are the people who, when they made a covenant with Allah (swt) in the past, had their own desires and wishes written down as their destiny. Since people's destiny will never change again, these people would commit the same deed if they came to this world not once but several times more. Therefore, since Allah knows what such people will do, they will not come back with regrets, nor will they come back to rebuild their towns.
Allah is not cruel that they repented and He did not forgive them. If they had sincerely turned to Allah when they were called to account in the Hereafter, Allah would have forgiven them. But even there, they still do not believe in Allah, they pretend to believe in the face of that torment, and they expect Allah according to their own minds, so they will be eternal inhabitants of Hell.
Since the free will is in man's own hands, man first dictated his destiny, what was written was written, everything was programmed according to these writings, and it was written down in the Book hidden in the Levh-i Mahfuz. From now on, no additions or omissions can be made to this Book. Because Allah is complete and perfect. If there were to be a deficiency or an excess in this Book, Allah would have been adjectivized.
What is said in the video
Verse 95 of Surah Al-Anbiya: For a town We have destroyed, it is now impossible to flourish again. Because they will not be able to return, He says. Yes. For a town We have destroyed, it is now impossible to flourish again.
Flourishing again, those people coming back again is not possible, He says.
Allah Almighty will not make a land He destroyed flourish again with the people He destroyed. Yes. Because the people living in these towns are people who rebelled against Allah Almighty, who denied Allah Almighty. They are the ones who earlier, at Qalu Bala, when they made the covenant with Allah Almighty, had their own wishes and desires written as their destiny. Since people's destinies will not change again, even if these people came to the world not once but several more times, they would do the same thing again. In this respect, since Allah knows what such people will do, with their regret they have neither a coming back again nor, by coming back, a rebuilding of their towns. Allah is not unjust, such that they would have repented and Allah Almighty would not have forgiven them.
If, when they were called to account in the hereafter, they had sincerely turned to Allah, Allah would still have forgiven them. But even there, still not believing in Allah, appearing to believe in the face of that torment, appearing to believe, since they expect an Allah according to their own minds, they become people of Hell forever. That is, even there, even in Hell, when they see the torment, still in their minds the Lord they (?), they imagined, will come; the one who threw them into Hell, Eleysallâhu bi-ahkemi'l-hâkimîn, Allah Almighty, His being the judge, sir, not accepting this, waiting for a Lord who would punish him, who would also create him, sir, because his faith has not reached perfection, because his nafs has not reached perfection, he stays there forever.
Since partial will is in man's own hand, man has had his destiny written for eternity; what was written is written, everything is programmed according to these writings, and in the divine presence, in the Preserved Tablet, in the preserved book, it has been written and set down. From now on, nothing more will be added to this book nor anything taken from it. Because Allah is complete and perfect. If any shortage or excess were to be made in this book, Allah would be (?).
