These two people are enemies that argue about their Lord. For the deniers, there is now a garment of fire that has been sewn. Scalding water will be poured over their heads.
Tafsir
These two groups of enemies are those who believe in Allah (swt) and those who disbelieve in Allah (swt).
It declares that those who believe in Allah (swt) will enter paradises where rivers flow from the ground, and that in paradises, the abode of eternal bliss, their desires and wishes will be fulfilled and they will attain a life that every soul will be satisfied with.
As for those who disbelieve in Allah, Allah declares that clothes of fire will be sewn for them. The meaning of "garments of fire" is that the place of such people will be the Fire and they will be in torment in this Fire for eternity. When they come out of the fire for a moment and are able to take a breath, then boiling water will be poured over their heads.
O man! Is it worth it to follow your ego and follow Satan and buy this torment, even though you know with your intellect that Allah exists? Allah will hold every intelligent person to account for not using his intellect. Is it possible to love Allah's creatures more than Allah and buy the torment of the Hereafter by being deceived by temporary worldly benefits?
Which soul can tolerate the weakest fire in this world? How then can one endure the torment of hellfire?
Think and contemplate. No creature can exist on its own and this universe order cannot be equipped with this knowledge on its own. If science and technology prove the existence of Allah, then Allah exists and His Word is true. So use your reason and do not follow your nafs and shaytan and suffer the torment of the Hereafter. Return to your Lord, be a servant to Allah and an ummah to His Prophet, and you will find salvation.

Surah Al-Hajj, verse 19: "These two groups, about their Lord, are two adversaries in dispute. Now, for those who disbelieve, a garment of fire has been tailored. Boiling water will be poured over their heads." Allah protect us, boiling water on their heads. In this world, hold your hand in boiling water, let me see. In the hereafter boiling water will be poured. By these two groups of adversaries are meant those who believe and have faith in Allah Almighty and those who deny Allah Almighty. That people who believe in Allah Almighty will enter gardens from whose ground rivers flow and that, in gardens of eternal bliss, their desires and wishes met, every soul (?) will attain a life it is content with — this He declares.
How beautifully the verse puts it, though. "These two groups are two adversaries disputing about their Lord." Who are these two adversaries? Non-Muslims and believers. "Now, for those who disbelieve, a garment of fire has been tailored." That adversary of yours who denies, you know, the one disputing with the Muslim, that is, with those who believe, well, of these two groups, one — now for those who deny, a garment of fire has been tailored, it says. Allah protect us.
As for those who deny Allah, Allah Almighty declares that for them too garments of fire have been tailored. By the garment of fire He declares that the place of such people is fire and that they will remain forever in this fire in torment. When for a moment they get out of the fire and are about to take a breath, then boiling water will be poured down over their heads. O man, though you know with your reason that Allah exists, following your nafs, chasing after Satan and buying this torment — is it worth it? Allah, for not using their reason, will call every rational being to account. Deceived by passing worldly interests, loving Allah's creations more than Allah — is the torment of the hereafter to be bought?
Which soul in this world can bear even the weakest fire? Then how can the torment of hellfire be borne? Think and reflect. No created thing can come into existence by itself, and this order of the universe cannot by itself be equipped with this knowledge. If science and technology prove Allah's existence, Allah exists and His word is true. So use your reason. By following your nafs and Satan, to the torment of the hereafter do not fall prey. Turn back to your Lord, be a servant of Allah and of the ummah of His Prophet, so that you find salvation. Yes.
