Translation

And We have sent down an appropriate measure of rain and kept it on the land. And We are certainly able to remove it.

Tafsir

Allah (swt) not only proves the existence of His Essence to mankind through all His Verses, but also shows them a path. At the same time, His verses do not resemble human speech, they are complete and full.

If the rain had come down from the sky in the form of a mass of water and not in the form of droplets, what would have been the state of the vegetation, the creatures, the people and the houses? If it rained in the searing heat of the sun, the vegetation on earth would have been uprooted. Because the sun's droplets, like a lens, would burn the leaves of the plant and the plant would automatically die when the plant's breathing would cease. If it rains too much, there will be flooding, plowing and uprooting of crops, landslides and erosion.

(We understand from this verse that Allah is omnipotent with knowledge. He does not take anything away from our world and He does not replace it with anything more. He has established such an order that nothing is created out of nothing and nothing is destroyed. The stagnation of water on earth is the retention of water in the seas, lakes and groundwater, and the condensation of water that evaporates from these places when it encounters the cold air layer in the sky, and its return to the earth in the form of water droplets.

(According to this verse, Allah, who created this order and made it circulate, is also capable of eliminating it. He is also able to destroy the water that He has stopped in the world, or to turn it into another substance through chemical changes, or to make it sink to the bottom of the earth. If the water were to sink to the bottom of the earth, the world would turn into a desert, there would be no water and no rain. Life would cease to exist. Allah (swt) reminds us with this example that people are dependent on Allah (swt) in every aspect from A to Z (from beginning to end).

What is said in the video

Al-Mu'minun Surah, verse 18.

We sent down rain from the sky in due measure and (?), kept it in the earth. And We are surely able to take it away, it says. Now, His saying We sent down rain from the sky in due measure: like the flood of Noah, He could have sent a flood and drowned the world in water. What does it say? In due measure. That is, in a way that gives life to plants, to people, as a setting for their living, in a fitting way We sent it down. We are also able to take it away. Just as when waters flooded the earth and all living things perished, where did that water go? He drew it in. Allah Almighty, you know, into the earth, sir, along with those waters, groundwater and whatnot, or through vapours, or through the formulas He made, did away with it. Well, this too He can (?), can do away with it.

With all the verses, Allah Almighty both proves to people the existence of His Being and shows them a way. At the same time, His verses do not resemble human speech. They are flawless and complete.

The rain coming down from the sky in fitting form: had it come down not as raindrops but as quite a mass of water, what would become of plants, of creatures, people and houses? Just think further now. Not pouring down in buckets, but as a mass. You know how waterfalls send water pouring down, like that.

If rain fell in the sun's scorching heat, the plants of the world would again be rooted out. Because when the sun, with the droplets like lenses, burns the plant's leaves and does away with the plant's breathing, the plant automatically dies. If He made it rain too much, floods would cover everywhere. It would sweep away the sown plants and scrape them out by the roots. Landslides and erosion would begin. We sent down the rain and kept it in the earth. That is, We kept it in the world. From this verse we also understand that Allah, with knowledge, has power over all things. He takes nothing away from our world.

Nor does He have anything extra put in its place. He has set up such an order that within this order nothing comes into being from nothing. Nor does anything that exists cease to be. The keeping of water in the world, its preserving the water in seas and lakes, in groundwater, is the water evaporating from these, on meeting the cold air layer in the heavens, condensing, being compressed and returning to the world as water droplets. And We are surely able to take it away: the meaning of this verse. According to this verse, Allah, who created this order with knowledge and keeps these in circulation, is also able to remove it.

He is able to destroy the water He keeps in the world, or by chemical change to turn it into another substance, or to have it drawn down into the depths of the earth. If the waters were drawn into the depths of the earth, the world would turn into a desert; there would be neither water nor rain. Then the thing called life would vanish. With this example, Allah Almighty reminds people that from A to Z, from beginning to end, that is, in every way, they are in need of Allah.
