Tafsir
Some commentators give wrong explanations in these verses. Mushriks and polytheists are those who are idolaters. The disbelievers are those from the People of the Book who do not believe in the Qur'an and the Prophethood of Prophet Muhammad (PBUH). People confuse these two groups.
Because they have already confused them, they say that this verse has been abrogated by this verse. By making Allah (swt) abrogate it, they are making Allah speak in vain. Or they make it permissible for some people and then forbidden for others. In this way they continue to attribute shortcomings to Allah.
In this verse, the majority of people who call themselves scholars of Islam, but in fact are far from being scholars, are declaring that it is permissible for Muslims to marry these polytheists, against the clear and explicit verses of Allah (swt) which forbid us to marry polytheists and which are obligatory upon us. Such a thing cannot happen and it is strictly forbidden for Muslims to marry these polytheists. But Muslims can marry disbelievers. They are from the People of the Book. Allah has permitted marriage with these people. But they are forbidden to those who believe.
After knowing this much, the verse says, "A man who commits adultery shall not marry a woman who commits adultery or is a polytheist". This is because these people have turned their backs on Allah and have trampled on their honor and glory. Furthermore, despite the fact that Allah (swt) has forbidden fornication and declared it to be a very bad thing, people who commit fornication have destroyed the concept of morality and broken the family ties. What is worse than this is that their offspring marry each other without knowing that they are brothers and sisters, and finally, from them, diseases arise that will be transmitted throughout the human world, endangering people's lives and spreading the disease all over the world. As a matter of fact, today, all the filth and ills emanate from non-Islamic people and infect oppressed people.
The woman who commits adultery also wants to marry a person who tramples on her honor and dignity by committing adultery, which is forbidden by Allah, and who, like her, has no sense of morality and would be contrary to the honor and dignity of humanity. This is because they will never compromise on their desires, their pride and arrogance, and the words that flatter their ego. In this respect, they turn their backs on Allah, knowing Allah's command.
Such people buy the torment of the eternal realm for a few hours of pleasure in the temporary worldly life.

Surah An-Nur, verse 3: The man who commits adultery, with anyone but a woman who commits adultery or is a polytheist, does not marry. And the woman who commits adultery marries only a man who commits adultery or is a polytheist. This has been made forbidden to the believers. Look, today, be careful when you marry. (?) there are women who commit adultery out in the street. They walk around stark naked. And the human nafs likes this. And off they go and marry. So what is this? The man who commits adultery, with the woman who commits adultery. And the woman who commits adultery marries the man who commits adultery.
Wants to marry. On these verses some exegetes give wrong explanations. Namely: Polytheists are those who worship idols. The disbelievers, on the other hand, are from the People of the Book, those who do not believe in the Quran and in the prophethood of Muhammad (peace be upon him). People confuse these two groups with each other. Because they confuse them anyway, by saying such-and-such verse was abrogated by such-and-such verse, they treat the verses of Allah Almighty as if Allah did not know, and, at a higher station He had brought Himself up to, realized that what He had sent was lacking and sent a new one.
May Allah protect us. By making Allah Almighty abrogate, they make Allah speak in vain, or at one time they have Him permit things to one another and then have Him forbid them to others. In this way they go on attributing qualities to Allah. In this verse, however, Allah's verses in which He prohibits and says do not marry polytheists, which are binding on us — the majority of people called Islamic scholars but in truth far from scholarship, against the (?) and clear verses of Allah Almighty, declare that it is permissible for them not to marry these polytheists. Such a thing cannot be. Yes. Not "marry", not "not to marry" — that it is permissible for them to marry these polytheists, they declare, it says.
They cannot marry polytheists. A Muslim cannot marry a polytheist. It is in the verse. O you who believe! Do not marry polytheists. For they call you to the Fire. Your Lord, it says, calls you to Paradise. Calls you to peace. Yes.
Against His clear verses, that it is permissible for them to marry these polytheists they declare. Such a thing cannot be, and Muslims marrying these polytheists is strictly forbidden. However, Muslims may marry disbelievers. These are from the People of the Book. Allah Almighty has permitted marrying these people. But to those who are believers these have been made forbidden. To those who are believers. Rather than marrying a polytheist, it says, a Muslim slave, a slave girl — a slave girl, or a Muslim slave is better than that, it says. Now, after knowing this much, the verse says: the man who commits adultery, with anyone but a woman who commits adultery or is a polytheist, does not marry.
Because these people have turned their backs on Allah and trampled their honor and dignity underfoot. Moreover, although Allah Almighty has forbidden it and declared that adultery is a very evil affliction, people who commit adultery, by doing away with the concept of morality, have severed family ties. Even uglier than this, they cause the children born of them to marry one another without knowing they are siblings, and finally, with the appearance of diseases that will spread from them to mankind, people's lives are put in danger and the affliction spreads everywhere — this is what they bring about. Indeed, today all filth and afflictions arise among non-Muslim people, and they pass them on to innocent people too.
And the woman who commits adultery, by committing the adultery that Allah has forbidden and trampling her honor and dignity, wants to marry people like herself who know no concept of morality and who run counter to human honor and dignity. Because, out of the whims of their nafs, out of pride and arrogance, they never give up the words that flatter their own ego. For this reason, knowing Allah's command full well, they turn their backs, their backs on Allah. They turn their backs on Allah. Such people, for a few hours of pleasure in the fleeting worldly life, buy the punishment of the eternal realm. Yes.
