Translation
And for those who accuse their spouses of adultery, but cannot find a witness other than themselves, the testimony of each of them is to call Allah to witness four times that they are truly among those who say the truth.
Tafsir
Such are they who accuse their wives of adultery. But they cannot find witnesses other than themselves. Because of the closeness of people to each other, they may be influenced and give false testimony for each other. Therefore, Allah (swt) does not accept the testimony of those who are close to each other. In this case, Allah will make the husband who accuses his wife of a crime invoke the name of Allah and make him testify in the place of these witnesses, saying four times, "Ashedu billah, I am one of the truthful ones. He testifies four times, as each testimony is equivalent to one testimony for each relative.
What is said in the video
We have come to the sixth verse of Surah An-Nur. And those who accuse their wives of adultery and, for themselves, cannot find witnesses other than their own persons, the testimony of each is: by the name of Allah Almighty, he must surely, for himself, testify four times that he is among the truthful. Now, this verse in terms of meaning is like this.
A person — may Allah not show it, may it not befall anyone — saw his wife under a man. The woman is committing adultery.
The man is committing adultery too. By the time he brings witnesses, the man will have finished his business and left. In this case he applies to the qadi. My wife committed adultery when I got home, but by the time I brought witnesses they were gone, this matter of witnessing was gone. When he says, I am divorcing my wife, I want to divorce her, the qadi — the judge, the judge summons the woman. The woman will of course deny it. Because there is stoning. In this case the man says: Eşhedü billah, my wife is among those who commit adultery. Eşhedü billah, my wife is among those who commit adultery.
Eşhedü billah, my wife is among those who commit adultery. The fourth time: Eşhedü billah, if I am lying, may Allah's curse be upon me.
If the woman says the same thing, they become divorced. That is the verse. Those who accuse their own wives of adultery, but find no other witnesses apart from their own side. Because of their closeness to one another, people come under influence and, even falsely, may testify for one another. For this reason Allah Almighty does not accept the testimony of those who are close to each other. In this case, having the husband who accuses his wife invoke Allah's name, in place of these witnesses as well, He has him testify four times, "Eşhedü billah, I am among those who speak the truth"; since each testimony He has him say takes the place of one testimony for each relative, he testifies four times.
