When that word comes upon them (when the Day of Judgment nears), We bring forth from the land a Dabbe (A creature) and it will tell humankind that; they have not believed in Our verses with certainity.
Tafsir
Since the promise of Allah (swt) is true, Allah (swt) declares that the Hour will surely come. When such a promise from Allah is fulfilled and the time of the Hour approaches, Allah (swt) will bring forth a dabba from the earth. He will address people with this dabba and make them say that they do not have absolute faith in the Verses of Allah.
The literal meaning of dabba is a walking animal. Since Allah (swt) will not send another Prophet after the Prophet (s.a.w.) who was the Khatemen Nabi, He will bring a dabba out of the ground and make it talk to the people. By showing his miracles, he will make people hear that they should return to the Truth. But because the faith of the people has become very weak, there will no longer be among them those who believe in Allah. When these people with weak faith pass on to the Hereafter, when there are no believers left in the world, Allah will bring this judgment on the heads of people without faith.

By showing His miracles, He will have it proclaim to people that they should return to the truth. But since people's faith will have become very weak, there will no longer be anyone among them who believes in Allah. These people of weak faith, too, pass on to the hereafter, and when no one who believes remains in the world, over the heads of the people without faith in Allah He will make this Day of Judgment break out.
