Al-Baqarah 196: Complete the hajj (obligatory pilgrimage) and umra (voluntary pilgrimage) for Allah. If for any reason you are hindered to do these, send whichever is more convenient for you from the sacrificial animals. Until you arrive at the place of sacrifice (Mina), do not shave your heads. Anyone who is sick or has a hindrance on his head and therefore must shave his head, must either fast for three days, or pay alms (to the six poor people) or sacrifice an animal. If anyone wants to benefit by doing umra (voluntary pilgrimage) until the days of hajj (obligatory pilgrimage) and is safe from sickness and hazards on the way, they must sacrifice an animal that is convenient to them. Those who cannot sacrifice an animal have to fast for ten days in total, consisting of three days during hajj and seven days when they return to their homes. These are for those whose family does not reside in the vicinity of Masjid al-Haram. Fear Allah and know that Allah’s punishment is severe.

Tafsir
(Do Hajj and 'Umrah completely for the sake of Allah) and observe the obligatory and sunnahs of Hajj and 'Umrah. If you leave the obligatory and sunnahs in any way, slaughter a sheep, cattle or camel that is easy for you. For example, if you are in ihram in Arafat and you inadvertently take off your ihram and walk around in your clothes, it obliges you to sacrifice a sacrifice that is easy for you. (Do not shave your heads until you reach Mina, the place of sacrifice), slaughter your sacrifice or have it slaughtered by proxy, stone the devil, perform the tawaaf of Hajj, and shave after completing your counting. If you shave before that, or if you have a headache, or if you have a head injury, or if your head has fallen for any reason, or if you have a split head, or if the blood does not stop, or if you need stitches, or if you need to cut your hair, if you cut your hair, if you cut your hair, then it is obligatory for you to slaughter a sacrifice for three days during the days of Hajj, or a ransom for six poor people (the ransom is enough food for one poor person to eat for one day), or a sacrifice if you are well off.
(Whoever wants to make use of 'Umrah until the days of Hajj, when you are safe from sickness and the danger of the road, he should sacrifice a sacrifice that is easy for him.) A person has found a way, he has made the intention that he will go for Hajj a little early this year, and that he will do some worship and worship there. With this intention, he came to the Baytullah. If he continues with his worship, and then he decides that it is not yet time for Hajj, and he wants to do 'Umrah until the time of Hajj, then he should sacrifice a sheep or a cattle or a camel that is easy for him to sacrifice. If he cannot afford it, he should fast for three days on the days of Hajj, and then fast for seven days in his own home after he returns to his homeland, which is ten days. This is for those whose family does not live near Masjid al-Haram. Those who live around Masjid al-Haram are exempt from this.
(Fear Allah and know that Allah's punishment is severe.) If people do not listen to Allah's commands and prohibitions in Hajj and 'Umrah, and try to worship according to their own understanding, they will commit mistakes. In this situation, people get stuck in dead ends, and after a while, worship becomes difficult, and people end up with their own ideologies, in which case they have committed polytheism against Allah.
Therefore, do not deviate from Allah's commands, do not take them lightly, and fear Allah. (Know that Allah's punishment is severe.) He says that whoever deviates from what has been said, whoever takes worship lightly, and whoever does not pay the penalty for their wrongdoings, We will punish them on the Day of Judgment. No one can withstand Allah's punishment and His chastisement. So observe the obligatory and sunnah acts of Hajj and 'Umrah, so that Allah may cleanse you of your sins as if you had just been born from your mothers, and may grant you the opportunity to return from Hajj as a sinless servant.
What is said in the video
We come to the verse; look what Allah Almighty says, Surah Al-Baqarah, verse 196. Complete the hajj and the umrah for Allah. If you are prevented from them for any reason, whichever sacrifice is easy for you becomes obligatory for you. We will explain these. You couldn't go, you were held back. The dollar was bad, this and that; sacrifice an animal, it says. Do not shave your heads until the sacrifice reaches its place, Mina. Whoever among you is ill or has an ailment of the head and shaves because of it must fast three days, or give a ransom to six poor people, or give a ransom by sacrificing an animal; this is obligatory.
When you are safe from illness and danger on the road, whoever wants, until the days of hajj, to benefit from umrah must sacrifice an animal that is easy for him, it says. He must sacrifice an animal that is easy for him. Whoever does not sacrifice fasts three days during hajj and seven when he returns home, a full ten days, it says. He has no money. He is doing umrah. He did not sacrifice for umrah. He will fast three days there. When he returns home he will fast seven days. He will complete it to ten days. Yes.
These rulings are for those whose families do not live around the Masjid al-Haram. Not for those who live in Mecca the Honored. That is their homeland. they do umrah whenever they want and go. Each time they do it — they are always there — Allah Almighty does not want hardship for them. He does not make them sacrifice each time.
Fear Allah. Know that Allah's punishment is severe, it says. He doesn't come to you in this world and slap you. Through causes, such misfortunes (?) upon you that you fall prey to such misfortunes that you are in a frantic state and keep writhing; His punishment is severe. Complete the hajj and umrah for Allah; while doing hajj and umrah, observe their obligations and sunnahs; if in any way you abandon their obligations and sunnahs, sacrifice a sheep, cow or camel, whichever is easy for you. For example, if at Arafat, while in ihram, you take off the ihram by mistake, put on clothes and walk around, that makes a sacrifice easy for you obligatory.
Because you cannot wear your clothes there, you are still in ihram. Do not shave your heads until the sacrifice reaches its place, Mina. Sacrifice your animal or appoint someone to sacrifice it, stone Satan, do the hajj tawaf, and after completing your sa'y, have your shave. The sa'y will be completed. If you shave before this — if your head troubles you, or for any reason you fell, your head split open, the bleeding won't stop, it needs stitches, cutting the hair becomes necessary — in such cases where cutting the hair is necessary, if the person cuts his hair: three days during hajj, or a ransom to six poor people; these ransoms are the food that fills a poor person's stomach for one day or, if he is well off, sacrificing an animal becomes obligatory.
These are the rules of hajj and umrah. When you are (?) from illness and danger on the road, when you are safe, whoever wants, until the days of hajj, to benefit from umrah must sacrifice an animal that is easy for him. That is, saying here 'sacrifice an animal easy for you' means you can sacrifice a sheep, a camel, you can sacrifice a cow. That's it. These.
A person has found the means, has intended: this year let me go to hajj a bit early, there let me be in worship some (?), he has said. Aren't there such people? There are. He goes in Ramadan, stays there three months. He does his hajj there too and comes back. Some go illegally, of course. When caught, they deport them, send them to their countries. Yes. He has come to the House of Allah with this intention. As he continues his devotion and worship, then — look, there is still time until hajj. If he says: let me do umrah too until hajj time, then he must sacrifice an animal. If he cannot afford that, he fasts three days during hajj.
When they return home, he then fasts seven days in his own house. Their number is a full ten days. These rulings are for those whose families do not live around the Masjid al-Haram. Those living around the Masjid al-Haram are exempt from them. Fear Allah. Know that Allah's punishment is severe, it says. That is, do not overstep the limits your Lord has set, it says. If people in hajj and umrah do not heed Allah's commands and the prohibitions set, and try to worship by their own understanding, they resort to errors. In this case people get stuck in dead ends, and after a while worship becomes hard, and in the end people's own ideologies emerge, so that in such cases they end up associating partners with Allah.
Plus, they push Allah's limits and go beyond them. These are people swimming in ignorance and superstition.
what does Allah Almighty say here? Therefore you do not go outside Allah's commands, do not take them lightly, that is, never take what Allah says lightly; fear Allah, know that Allah's punishment is severe; whoever goes outside of these rulings, takes worship lightly — if they do not pay the penalty for their mistakes, on the Day of Judgment We will give them their punishment, says Allah Almighty. No one can endure Allah's punishment and His torment. So observe well the obligations and sunnahs of hajj and umrah, so that Allah cleanses you of your sins as if newly born from your mothers, and grants you to return from hajj as a sinless servant.
