Al-Baqarah 235: There is no sin upon you to express your thoughts about marriage to women (who have not completed their waiting period) implicitly or to keep your thoughts to yourselves. Allah knows that you will express yourselves (sooner or later). But, with the exception of saying rightful things, do not make a promise to meet them secretly. Do not settle on marrying them before their obligatory waiting period is over. Know that Allah knows what is inside you and therefore, fear Allah. Know that Allah is Ghafoor (Forgiving) and Haleem (Forbearing).

There is no sin upon you to express your thoughts about marriage to women (who have not completed their waiting period) implicitly or to keep your thoughts to yourselves.
Tafsir
When men intend to take women who are waiting for iddah, they may tell them implicitly that they want to marry them. Or they may hide in their hearts that they love them. There is no sin on people in such situations. Allah (swt), Who created mankind and wrote their destiny for them, knows that people will remember their loved ones, so He says, 'We know that you will remember them. And since We do not wish hardship for you, We have laid down these rules so that you will not have any hardship, so that you may find prosperity. May you live in peace without suspicion.
While they are waiting for their iddah, you should not ask them to meet secretly, except with legitimate words. Then you will attract all the lightning. In that case, you will be transgressing the limits and you will be sinful. You will be creating suspicions against you, so do not engage in situations that will create such suspicions.
(Do not marry before the obligatory waiting period has expired. If you try to marry before the obligatory waiting period is over, the woman may become pregnant, and then you may not be able to accept her with her child. If she becomes pregnant, then you may give up on her. For many reasons, Allah says not to marry before the end of the iddah. Allah knows what is in people's hearts. So beware of Allah. Whoever judges by the Verses of Allah and fears Allah, he will find Salvation.
(Know well that Allah is All-Forgiving, All-Merciful) Allah forgives those who turn to Allah and repent of their sins. Because Allah is very forgiving, very soft and compassionate towards His creatures.
What is said in the video
As for your thoughts about marrying women who are waiting out their iddah, there is no sin on you in hinting at them indirectly or keeping them hidden within you. A woman's husband has died. And a man wants to marry her, that woman. He may hint at it indirectly, or keep it hidden inside until her iddah is over. He can never marry her before that iddah is over, he cannot conclude the marriage.
Because we explained in the earlier verses that whether a woman's bed is clean will become clear through this iddah.
Except that you speak honourable words. Do not promise them a secret meeting. Do not set out to conclude the marriage before the prescribed waiting period is over, it says. Look how beautiful. Because it would contradict the verses we explained before, that is why.
Know that Allah knows what is in your hearts. So beware of Allah. Know well that Allah is Ghafur, Halim. When men intend to marry women who are waiting out their iddah, they may tell them indirectly about marrying them. Or they may keep their love for them hidden in their hearts. They do not say it until the iddah is over. There is no sin on people in such situations. Because they are carrying out the commands of our Lord. Allah Almighty, who created people and wrote their destinies, knowing that people will remember those they love, says: We know that you will remember them. That you will remember them.
Because in the eternal barzakh, Allah Almighty, who gave those destinies, (?) and wrote their wishes for them as destiny, knows what they will do. And He knows that people will remember those they love. Yes.
Since We do not wish hardship for you, so that you do not fall into difficulty, We lay down these rules, so that you may prosper. That is, We make known to you laws that will bring relief to your feelings. We do not want to burden you too much. We know that you will remember the one you love. Because those traits exist. They have been given to man. In that case, if Allah Almighty said, do not remember them, He would have wronged those people. He grants them relief. So that you may live in peace without suspicions being raised about you. Yes. Without suspicion falling on anyone. I mean, look, this one married that one, but, well, he married her before the iddah was over.
Is this child from the other one or from this one? What happened? He fell into suspicion. The man too, the husband too, the woman too. People became suspicious too.
While the women are waiting out their iddah, do not, apart from honourable words, secretly propose meetings to these women, it says.
She is a woman, she can be taken in.
If you deceive her and secretly propose meetings, you go against Allah's verses. You become a sinner. You become a sinner. Then you yourself regret it. That desire passes from you. That eagerness, that love will lessen in you. This time, let him not suspect the woman. Is the child mine or someone else's? Yes.
Then you will have drawn all the lightning onto yourselves. In that case you will even have (?) and become sinners. You will have caused suspicions against you; so never resort to situations that would give rise to such suspicions. People will also talk about you this way and that. What do they say? Look, her husband has only just died, and without waiting out the iddah she is meeting so-and-so. She is meeting him. And this meeting will later spread from mouth to mouth. Then what happens? They become suspicious. If the child is born at seven months, eight months, nine months, if it is born at seven months, what happens?
Was this child from him? Was it from her husband? It could be from the man she married. It could be from the other one too. Go and sort that out now. Yes. Do not set out to conclude the marriage before the prescribed waiting period is over. Why? What do they say? This man married her, but this child came about in his time. Is it from this one or that one? Again they fall into suspicion. Yes. Know that Allah knows what is in your hearts. If he sets out to conclude the marriage before the prescribed waiting period is over, the woman's pregnancy may come to light. Then you may not accept her together with her child.
Yes. You (?) the marriage. What happens then? You set out to divorce the woman a second time. When the woman's pregnancy comes to light, you may give up this woman you were going to take. For many reasons Allah says, do not marry before the iddah is over. There are many reasons. Allah knows what is in a person's heart. So beware of Allah; whoever judges by Allah's verses and fears Allah finds salvation. Yes.
Because Allah Almighty, Allah Almighty, to people who judge by His word, shows mercy. Yes.
Know well that Allah is Ghafur, Halim. Whoever turns to Allah and repents of his sins, Allah forgives. Ghafur-ur-Rahim. He is the Forgiving. Because Allah is very forgiving, very gentle and compassionate towards His creatures, He is Halim. He is very tender, compassionate towards His creatures. Yes, as long as a person turns to his Lord. Yes.
