Explanation
This is where this verse is wrong: They say that Allah forgives whom He wills, while the truth is: Except those who seek forgiveness (from Him). Our Lord's will is not on people in the worldly realm. We will repeat the opening of this verse as a repetition.
Where this verse goes wrong is in saying that He forgives (sins) for whom He wills. Our Lord does not discriminate between people. If we elaborate on this point, it will be better understood.
Allah (swt) created man as a particle of His Spirit. He gave man a mind to govern himself and to judge himself with his own will. In this case, He made a covenant with human beings. Our Lord says in the 172nd verse of Surah A'râf: (172- He made the descendants of the children of Adam to bear witness against themselves, so that on the Day of Resurrection you may not say, "We were ignorant of this," and said, "I am your Lord: I am your Lord. (They said) yes, we bear witness (to that).
So after man was created in the realm of Lahut, when he made a covenant with Allah (swt), what did he ask of our Lord, and Allah (swt) gave man what he wanted and wrote his destiny, what does Allah (swt) want from man if Allah (swt) then removes His will from man and our Lord exercises His will on man? If Allah, who has the power and might, puts whom He wills in Paradise and whom He wills in Hell, if He creates whoever He wills as a disbeliever and whoever He wills as a Muslim, if He bestows His mercy on whomever He wills and withholds His mercy from whomever He wills, are we not characterizing our Lord by making Allah (swt) unjust among His servants?
This world is the shadow of the Hereafter. In this world, if people disobey the laws of the state, cheat people, kill people, etc., and commit crimes outside the laws of the state, and they are caught for their crimes, held accountable before a judge and sent to prison, did the judge send these people to prison, or did they send themselves to prison for their crimes? Of course, they are punishing themselves for their crimes.
So when people make a covenant with our Lord in the Elestu bi Rabbikum address with Allah (swt), if their own desires and wishes have become their destiny, and if people are punished or rewarded for the actual actions they have done with their desires and wishes within this destiny, they will be rewarded for the actions they have done. In this case, while people live in the world, our Lord does not have any will over people based on the decisions they make with their own will. Those who ask Allah will go to heaven and those who ask Allah will go to hell.
This is entirely the result of the actual actions of human beings based on the decisions they make within their own will. Those who ask Allah for guidance will be guided. Those who turn their backs on Allah and do not embrace the religion of Islam, those who rebel against the commands of our Lord, those who disregard the laws of Allah, those who associate partners with Allah, or those who obey the Verses of Allah and disbelieve in the others, will surely be punished accordingly and they will be included in Hell, the place of torment.

Page 85, Surah An-Nisa, verse 48. I'm reading the wrong one: Allah never forgives that partners be associated with Him. Of course He doesn't forgive it – shirk. Why doesn't He forgive it? Now, if you built a factory and someone came to this factory and claimed it, would you hand it over? The factory is yours, you built it. Allah Almighty too created these worlds from nothing. If He created them from nothing, and someone comes along, equal to Allah, from among Allah's creatures: these worlds are mine, I'm God. Can such a thing be? Partners are associated with Him – does Allah Almighty forgive that?
Who are you? To His creatures, sir, you say: you are mine, I am your God, you say. He will call them anyway on the Day of Resurrection. Did you tell them, He will say, I am your God? The trees, the stones they made, sir, the idols – He will call them. And they: God forbid. We were not even aware that they worshipped us, they will say. And they will distance themselves from them. Yes. Now what does it say? Allah never forgives that partners be associated with Him. Right. Anything other than this – sins – He forgives for whom He wills. It's not like that. Look: other than this. Whoever associates partners with Allah has committed slander with a great sin, it says.
Now: Allah does not forgive that partners be associated with Him. Except those who, because of their sins, ask His forgiveness. Even if he was an idolater, if he has turned back and asks His forgiveness, he is excepted. Allah does not forgive idolaters for associating partners with Him. Because in a verse He says: you, idolatrous people – do not marry them, He says. Because they call you to the fire. Allah, He says, invites you to paradise. Until they become Muslim, neither take their daughters nor give them yours, He says. Do not deal with them in matters of marriage, He says. Until they become Muslim. So, on this word, if you say here, He never forgives, it leaves him alone in that period of ignorance.
And when he comes to his senses, are you a man of that period of ignorance? Let's not go late to you. Look, what do we say here? Allah does not forgive that partners be associated with Him. As long as it continues. Except those who, because of their sins – whichever of them it may be – because of their sins ask His forgiveness. Whoever associates partners with Allah has committed slander with a great sin. If he still continues in that state, and also dies in that state, he has slandered Allah. By presenting Allah's property to people as his own property – which has no speech – a person attaching this to Him with his own imagination.
Sir, in this case a person, sir, has fallen into shirk against Allah Almighty, which means he has committed a great sin. Yes.
