Translation

The ones who were assaulted (the believers) have been given permission (in terms of war) due to the oppression they have suffered. Surely, Allah is capable of helping them.

Tafsir

This verse is the first verse in which Muslims were given permission to wage war. The polytheists of Mecca were oppressing and persecuting the orphaned and poor Muslim families and persecuting them to make them turn away from Islam. The Muslims complained to the Prophet (SAW) about this and asked him to allow them to fight them. The Prophet (PBUH) used to say that Allah (swt) had not given them permission to fight them and advised them to be patient. This is the first verse in which the Muslims were given permission to wage war.

(Permission (for war) was given to those against whom war was fought (the believers) because they were persecuted). Those who were being fought against, i.e. those who were Muslims, were being persecuted and persecuted by the polytheists, but the Muslims, fearing Allah, were afraid to do anything that Allah had not permitted them to do, so they kept silent against the polytheists, endured their persecution, and did not fight and fight with them, and they were waiting for a Divine command from Allah in sorrow and sadness. After the Muslims reached a certain strength, Allah (swt) permitted the Muslims to fight the polytheists, saying that Allah (swt) is surely able to help them, and those who obeyed Allah (swt) and did not raise their hands against the polytheists at the cost of their lives without an order from Allah (swt), Allah (swt) declares with this verse that Allah (swt) is with the Muslims and will protect them.

(When Allah says, "Allah is certainly able to help them", Allah, who is on the side of the oppressed against oppression, does not withhold His help from those who are Muslims, who patiently obey Allah without compromising Islam and without leaving His religion.

What is said in the video

At verse 39 of Surah Al-Hajj we stopped. We will start from here.

To those against whom war is waged, to the believers, those who have been wronged, because they have been wronged, permission has been given to fight, Allah Almighty says to the believers. The first verse in which permission to fight came. There is no doubt that Allah is surely, absolutely able to help them, it says. Now, in Mecca the Honored, the Muslims are suffering much persecution. Against those who first became Muslims, violence was being used. In this situation the Prophet (peace be upon him) had the newly converted Muslims, to Medina the Illuminated, migrate; he had them make the Hijra.

The Muslims who migrated to Medina the Illuminated – the Muslims' property left behind, that is, their property in Mecca – the polytheists, breaking down the doors of the houses, were plundering their property. In this situation the Muslims would say to the Prophet (peace be upon him): let us fight them. And the Prophet (peace be upon him) would say: until I receive a command from Allah, I will never give you the order to fight. In this situation the Muslims were patient. Thereupon, when the Muslims attained a certain strength, Allah Almighty sent this verse. What does it say? To those against whom war is waged, that is, to the believers, because they have been wronged – what is the wrong?

Plundering their property left behind, wrecking their houses. Yes. Permission has been given to fight. There is no doubt that Allah is absolutely able to help them. Yes. To whom? To the believer. Why? Because, so that Allah could keep His religion alive until the Day of Judgment, firmly rooted, with these believers, that is, with the Ansar and the Muhajirun and with the new believers, those newly entered into Islam, He was going to establish His religion. Yes. This verse is the first verse in which the Muslims were given permission to fight. The Meccan polytheists, putting pressure on and wronging lone and poor Muslim families, were tormenting them so that they would turn away from Islam.

The Muslims complained of this to the Prophet (peace be upon him) and asked him to permit them to fight these people. The Prophet (peace be upon him), however, would say that permission to fight had not come from Allah Almighty, and advise them to be patient. So this is the verse with which permission to fight came for the Muslims, the first verse. Yes.

To those against whom war is waged, to the believers, because they have been wronged, permission to fight has been given. To those against whom war is waged, that is, to those who became Muslims – against the polytheists' torture and torment of Islam, the Muslims, fearing Allah, shrinking from doing something Allah had not permitted, kept silent toward the polytheists and endured their torments; since they did not enter into struggle and war with them, they were waiting, sad and grieved, for a divine command from Allah. Yes.

The Muslims, after they had attained a certain strength, Allah Almighty, permitting the Muslims to fight the polytheists, and saying: there is no doubt that Allah is absolutely able to help them – to those who obey Allah, who, before a command came from Allah, even at the cost of their lives, did not raise a hand against the polytheists, Allah Almighty, that He is with the Muslims and will protect them, with this verse makes known. When He says Allah is absolutely able to help them – against oppression Allah Almighty is on the side of the oppressed – to those who became Muslims, who without compromising on Islam and without leaving His religion, patiently obey Allah, Allah does not withhold His help.

Yes.
