Translation

And they are the ones who pay obligatory alm (zakah).

Tafsir

These believers give zakat out of what their own two hands earn in the way of Allah, and they also give zakat out of their wealth. By giving zakat, they fulfill Allah's command and purify their wealth. No matter how much halal income people earn, they may unknowingly mix haram in their wealth because they are mentally deficient. Thus, although deeds depend on intentions, Allah commands people to purify their wealth in deed as well. Therefore, by giving zakat, a person is cleansed and purified from the haram in his wealth.

Also, the fact that Allah asks people to pay zakat means that Allah, who tests people against each other because all of His creatures are servants of Allah, by making other people pay zakat, reinforces solidarity and the Muslims' love and respect for each other. It also preserves their unity and solidarity. Therefore, by giving zakat to those in need, believers strengthen their hearts with Islam by paving the way for their development.

What is said in the video

Bismillahirrahmanirrahim Vellezîne hum li'z-zekâti fâilûn. Those who give zakat. Yes.

These believers, just as from the provision their own two hands have earned they give charity in Allah's way, from their wealth (?) they give zakat. By giving zakat, these people both fulfil Allah's command and purify their wealth. However lawfully people may earn, because they are created deficient in mind, they may, even unknowingly, mix the unlawful into their wealth. So although deeds depend on intention, Allah commands that people's wealth be purified in actual deed as well. In this respect, by giving zakat a person is cleansed of the unlawful in his wealth and purified. Yes.

Moreover, as for Allah asking people to give zakat: since the people He created are all Allah's servants, Allah, who tests people with one another, by having others receive zakat, makes social solidarity and the Muslims' mutual respect and love stronger. At the same time He has them preserve their unity and togetherness. In this respect, by giving zakat to those in need, believers, for their rights and their wealth too, by paving the way, strengthen their hearts with Islam. Yes.

What are we saying? By giving zakat to those in need, also paving the way for their development, they strengthen their hearts with Islam.
