Translation

And say, “Oh my Lord! I seek refuge in You from the incitement of the (devil) shayatan.

Tafsir

Allah warns mankind with His verses and tells them to pray for protection. Say: And say: My Lord! I seek refuge in You from the temptations of the devils. The temptation of the devils to people who disbelieve in Allah, and the way this temptation arouses the human soul, increases the enmity of the people who disbelieve in Allah, whose souls are not perfected, against Islam. It pits people against each other out of nothing. There will be harm to oppressed people, there will be sedition.

Allah (swt) tells Muslims to be vigilant against them and to seek refuge in Allah (swt) so that they will not be harmed by such a situation.

What is said in the video

We have come to Surah Al-Mu'minun, verse 97.

And say: My Lord, I seek refuge in You from the incitements of the devils.

Did we read this part? No, sir. Allah Almighty warns people with His verses and, through a prayer to be made, commands them to protect themselves. That is: and say, my Lord, I seek refuge in You from the incitements of the devils. The whispering the devils give to people who deny Allah, and this whispering stirring up the human nafs, increase, in people whose nafs has not reached perfection and who have denied Allah, their hostility toward Islam. It sets people against each other out of nothing. Situations such as oppressed people being harmed and everything being drowned in fitna arise. So, in order that Muslims are not harmed by such a situation, Allah Almighty tells them to be alert to these things and to seek refuge in Allah Almighty; this is what He makes known.
