Translation
When they are called to Allah and the Prophet so that they would be judged upon, you will see that some of them turn away.
Tafsir
When the hypocrites have a dispute between them, when they are called to Allah and His Messenger for judgment, and a decision is made against them, they do not listen to Allah or the Messenger. They will turn around and go back.
These are the people who have no faith in their hearts and are deprived of the light of faith. They neither believe in Allah nor in resurrection after death. The only thing they believe in is gaining the world as long as they live and being proud and honored with worldly wealth. Therefore, their deeds in this world have been in vain and they have returned to the Hereafter empty-handed. Whoever is called to Allah and His Messenger and does not obey, they are either disbelievers or polytheists or hypocrites. People who have ideologies other than Islam are the ones who will be deprived of Allah's mercy in the Hereafter.
What is said in the video
We have come to verse 48.
When they are called to Allah and the Prophet so that he may judge between them, you see that a group of them turn away and leave, it says.
When the hypocrites, in a dispute among them, are called to Allah and His Messenger for a judgment, and a decision is given against them, they listen neither to Allah nor to the Prophet. They turn right back and leave.
These are people in whose hearts there is no faith and who are deprived of the light of faith. They believe neither in Allah nor in resurrection after death. The only thing they believe in is gaining the world as long as they live, and boasting of worldly wealth and being honored by it. For this reason the deeds they did in the world have come to nothing, and to the Hereafter they have returned empty-handed. Whoever is called to Allah and His Messenger and does not obey, they are either disbelievers or polytheists or hypocrites. They are people holding ideologies other than the religion of Islam, and they are the ones who, in the Hereafter, remain deprived of Allah's mercy.
