Then, from each nation, We will seize the ones who were most rebellious against Rahman (Allah the Merciful).
Tafsir
Allah (swt) will remove from every nation every tagut who works to turn people away from Allah (swt), who tries to force those who practice Islam to turn them away from their religion.
Because Allah is the One who knows the states of His creatures and knows what every human being has done and will do. Allah is not free from His creatures. Allah knows best who is in rebellion against Allah.

Surah Maryam, we have come to verse 69. Then from every nation, whoever are most rebellious against Allah, the Most Merciful, We will pull out and set apart, it says. those at their head — commanders or chiefs or kings. What does it say? Then of every nation, from every nation, whoever are most rebellious against Allah, the Most Merciful, We will pull out and set apart. And with them, those most rebellious within that nation. Allah Almighty, every taghut within every nation who, to drive people away from Allah, works, who, using force on those living the religion of Islam, to turn them from their religion strives — every such taghut He will first pull out from among these people and set apart.
Because Allah looks at the states of His creatures and knows what each person does and what he will do. Allah is not heedless of His creatures. For this reason, who are rebellious against Allah, Allah knows best. Yes.
