Translation
If a word (a determination) from your Lord had not come out before, (punishment in the worldly life) would have been inescapable.
Tafsir
If Allah (swt) had not promised people to know Allah (swt) in the worldly realm when He sent you to the unseen realm of the unseen, and had not promised to give them a term until the end of their lives, Allah (swt) would have already punished them for not recognizing Allah (swt) and associating shirk with Him, and He would have punished them in the Hereafter while they were living in the worldly realm. However, since Allah is just and has mercy on all, He will make each soul live up to its covenant with Allah during its lifetime, and then He will take each person to account for its deeds in the Hereafter and send it to its rightful place.
What is said in the video
We have come to verse 129 of Surah Ta-Ha. If it were not for a word that had gone forth earlier from your Lord and an appointed term,
That is, We have programmed these worlds. However much you commit crimes in the world, go ahead — We do not destroy you at once. Because We gave everyone a lifetime; within that lifetime We will make that person bear witness to himself. And the people to come until the Last Day, too, after living in this world and proving what kind of people they are — when the souls coming from the realm of barzakh run out, We will bring about the Last Day, it says. This is programmed. Yes. What does it say now? If it were not for a word that had gone forth earlier from your Lord and an appointed term. Appointed.
punishment would have been inevitable for them, too, in this world, it said.
This verse supports the following verse. If you had been seized at once for the mistakes you made, you would not find a single living being walking on earth, it says. Yes.
If Allah Almighty, by sending people to a world of the unseen where His Being is not seen, that is, to this world, so that people would come to know, in this world, Allah Almighty, and to grant them a term until the end of their lives — if He had not given that promise, then where people do not recognize His Being and associate partners with Him, Allah Almighty would long ago have punished them; the punishment He will give in the Hereafter He would also have given while they live in this world. But because Allah Almighty is just and His mercy in the universe is for everyone, He lets every soul, within its lifetime, live out the covenant it gave to Allah Almighty, and then will call every person to account in the Hereafter for what they did, and to the places they deserve He will send them.
