Or? did they (the idolaters) adopt deities from the earth and those will resurrect them?
Tafsir
Allah (swt) declares to mankind that He is the absolute power in His property and that there is no other god but Himself. Those polytheists made gods in the world by making some of Allah's creations into gods according to their own minds. By saying, "Or are they the ones who will bring the dead back to life?" Allah clearly explains that there is no other deity besides Allah.
With this verse, Allah (swt) also declares that His Essence is eternal and everlasting, that everything other than Allah (swt) is mortal, that He will hold His creatures to account, that He will resurrect people in the Hereafter, and that Allah (swt) alone is to be worshipped, and that there is no being worthy of worship other than Him, and that we are commanded not to associate partners with Allah (swt), and to continue to worship and serve Allah (swt), knowing only Allah (swt) as Lord.

Verse 21. Surah Al-Anbiya, verse 21: Or have those polytheists taken some gods from the earth — "taken some gods from the earth", what does that mean? That is, from the beings I created, with their own hands they took some gods — and is it they who will raise the dead? How beautifully it says it. Is it they who will raise the dead? Allah has the power to create. Creating. Bringing into existence from nothing. Yes. That He holds absolute power in His dominion, that there is no other god besides His Essence, Allah Almighty declares to people, to us, with this verse as well. Those polytheists, some of the substances Allah created, as they pleased, (?), took as gods in the world.
Or will they raise the dead? So, that there is no other god but Allah, Allah Almighty clearly explains. Here He also gives us a fine warning. What does He say? We did not create you to enjoy yourselves in the world, to eat and drink, and to turn your backs on the One who gives you this food and drink, He says. We created you in this realm so that My Essence would be known. So, O man, come to your senses: tomorrow, when We raise these dead, when the earth becomes another earth and the sky another sky — He is speaking of the hereafter. In the world, when it is laid out perfectly flat, without rises or dips, when the trumpet is blown, there is no dodging with (?), He says.
And all of you will be gathered in Allah's presence. So is it they who raise the dead? That is, did you think that after you die in this world you would never be raised again? He says. He is giving us, too, a warning. With this verse Allah Almighty also declares that His Essence is everlasting from pre-eternity to eternity, that everything besides Allah is perishable, that His creatures will be called to account, that He will raise people in the hereafter. That obedience and worship are to be given to Allah alone, and that besides Him there is no being worthy of worship, and that, knowing Allah as Lord and continuing in obedience and worship to Allah, we not associate partners with Allah — this He commands us.
Yes. In this verse: Or have those polytheists taken some gods from the earth, and is it they who will raise the dead? In telling them: "I tell it to you, my daughter; you understand it, my daughter-in-law." There is a share for us here too. Yes. Beware lest, taken in by Satan's temptation, you say: is there really a hereafter? Even if Satan gives your heart such a temptation, even if he does, turn to your own being. Your own being is wholly equipped with knowledge. These do not come together by chance. This whole universe, equipped with reason and life — did it by itself come into being? Since reason knows what is right, if a person thinks a little more thoroughly, that Allah exists at every moment, that everywhere He is present and all-seeing, that outwardly in manifestations He appears before your eyes — this you will see.
He is (?) to the unseen eye, says Abdul Qadir Gilani. Yes.
