They do not talk before (receiving orders from) Allah. They only act by Allah’s order.
Tafsir
Allah (swt) responds to the disbelievers who betray and slander Allah (swt) and say that Allah (swt) has taken wives and children with this verse. These servants of Allah, whom you say Allah has made sons and wives, are the servants of Allah who act by Allah's command and do not speak until Allah says so, before He gives them a command.
However, these are the servants of Allah who act on Allah's command, who inform people of Allah's commands in this realm of the unseen, where Allah is veiled, and who shed light on people's paths.

Surah Al-Anbiya, verse 27: before they receive from Him, that is, a command, they do not speak. They act only by His command. Who are they? The angels. They act on command. Those who commit betrayal and (?) against Allah Almighty, who say Allah took a wife and children — the disbelievers — Allah Almighty answers them with this verse. These, of whom you say Allah took them as children and wife, are servants of Allah who act by Allah's command and who do not speak before Allah says, before He gives them a command; they are Allah's servants. They act only by Allah's command; in this unseen world, where Allah is veiled, they convey Allah's commands to people, and they light up people's paths; they are servants of Allah.
Who are they? The prophets. He does not speak without receiving a command from Allah. Likewise, without receiving a command from Allah, the angels in no way come to the world and address people. Do angels come to people and address them? They do. They said of Solomon too that it was magic, you know. Two angels, Harut and Marut, came, you know. They told people certain things that would separate husband and wife, you know; they came to Abraham (peace be upon him) and told him the people of Lot would be destroyed, you know; they also told Abraham (peace be upon him) he would have a child, you know;
they come. Right, Suat? They come, surely. Have you seen one? Huh? We have seen one.
"There are no closed doors for us," he said. We had closed the mosque; I don't know which night of Ramadan it was; some of our young ones were inside in i'tikaf, and his father was there too. Everyone left, we closed the doors, then we looked: (?), youngish, but about 33-34 years old, 32-33 years old, young like that at the time. "We closed the door; where did you come from?" he said. "There are no closed doors for us," he said. Then he vanished. That's how it was.
Allah Almighty has let us experience many things.
