They are the ones who guard that which Allah orders to be guarded, who abstain from their Lord and who fear a bad account.
Tafsir
(The meaning of the phrase "they who observe what Allah has commanded to be observed" is that in the social life of people, in their relations with each other, they maintain a dialogue with their relatives and people within the Shari'ah ruling that Allah has sent to people. He should get along with them and entrust them with the truth.
(Those who fear their Lord and fear the evil reckoning). These are the people who fear Allah. They are those who know the Hereafter intimately and fear Allah's commands and refrain from doing evil. At the end of the worldly life, they are the people who are afraid of the evil reckoning for what they have done in the hereafter.
In the worldly world people seem to be irresponsible, but in fact they are under a great responsibility. But because people do not use their minds, they behave nafsani. They continue their lives without paying attention to this responsibility. By acting outside the Verses of Allah, they do evil deeds. When they are called to account in the Hereafter for what they have done, and they see that their account is very bad, they wish that this world and all that is in it were theirs, and that there was another world like it, so that they could ransom it to Allah and be saved. These people who are judged by the Verses of Allah (swt) are the ones who use their intellect, who experience these events closely in their own existence, who avoid doing bad deeds in the worldly realm, and who fear a bad reckoning.
What is said in the video
He says amen. Surah Ar-Ra'd, verse 21 They are those who maintain what Allah commanded to be maintained, who are wary of their Lord and who dread the evil reckoning.
Here Allah Almighty, of His obedient servants, ve ashâbu'l-meymeneti mâ ashâbu'l-meymeneh, "O (?), glad tidings to you," the people He speaks of thus.
In fact, in this verse, ve's-sâbikûne's-sâbikûn, ülâike'l- mukarrabûn fî cennâti'n-naîm, of whom He speaks, a third group He calls the group of the foremost, people. The meaning in His saying "they maintain what Allah commanded to be maintained" is that in people's social life, in their relations with one another, within the Sharia rulings Allah sent to people, one keeps up one's dialogue with relatives and people. To get along well with them and to give them their due.
They are those who are wary of their Lord and dread the evil reckoning. These are people who fear Allah. They are people who know the hereafter with certainty and, fearing Allah's commands, refrain from doing evil. They are people who fear, at the end of worldly life, in the hereafter, that evil reckoning in return for what they did.
Although in this world people seem not to be accountable, in truth they are under a great responsibility. But because people cannot use their reason, they act by their nafs. They go on with their lives without heeding these responsibilities. By acting outside Allah's verses they do evil deeds. When they are called to account in the hereafter for what they did, and see that their accounts are very bad, if this world and all in it were theirs, and another world like this one too, if only they could give it to Allah as ransom and be saved. Yes, there is no ransom anymore. Allah has no need of His creations anyway.
In that case, man in Hell, in that fire, in that punishment, will say "O destruction, where are you?", he will want to cease to exist. But there is no ceasing to exist again. Because there is no death upon souls. There is no death upon souls. So if there is no death upon souls, people are everlasting in Paradise and Hell.
These people, bound by the rulings of Allah Almighty's verses, are those who, using their reason, live these events with certainty in their own being, refrain from doing evil deeds in this world and fear giving an evil account. If we open this up a little more, such people are those who see certain worlds through kashf and reach the state of Allah's wali servants. I mean, as I said a moment ago, the believers, the righteous servants.
