This is how it is. Verily, Allah destroys the plots of the infidels.
Tafsir
The disbelievers are always plotting against the weak and coveting their property and lives. They consider it permissible for themselves to oppress the weak. However, Allah is the owner of justice. He does not make any of His creatures oppress any of His creatures. That is why Allah is like this. That is to say, We, the Almighty, deal justly with those We have created on earth in the realm of the visible world, and We will put the traps they have prepared against those who would extinguish the light of Allah on their heads, and We will break the traps they have set.

Allah Almighty speaks decisively in His verse; this is how it is, He says. Verse 18: this is how it is. Surely Allah foils the plot of the disbelievers, He says. Allah Almighty, the Just, has programmed the worlds; outside this program, no disbeliever's plot avails. They devise a plot, and We too, He says, devise a plot. But We are the best of plotters, He says. That is, We do not devise a plot against people out of hatred. For those who would be harmed by the plots they devised against people out of hatred, since they do it outside their destiny or outside the program, We foil them, He says. So, a plot against people — against those who devise it, We too devise a plot.
We are the best of plotters, He says.
The disbelievers' constant business is devising plots against the weak, and coveting their (?) lives. They consider tormenting the weak permissible for themselves. Whereas Allah is just. He does not let any of His creation torment any servant He created. It is for this reason that Allah says: so it is, so it is. Allah: this is how it is. That is, We (?) on earth, in the visible world, in this visible world, yes, toward Our creatures deal justly. The plots they devised to extinguish Allah's light — onto their own heads We turn them back. And thus We foil the plots they set up. So declares Allah Almighty.
