The deaf who do not think and the dumb are worse in Allah’s sight than animals.
Tafsir
Allah (swt) has programmed all creatures for their deeds. According to the verse (The heavens and the earth and all that is between them know the remembrance of their Lord), they remember their Lord. Since only man is addressed to Allah (swt), his will is given into his own hands. If man, who is addressed to the Essence of Allah, denies his Creator even though he knows that he was created by Allah's will, he is the worst of the animals that walk the earth.
When the people who were addressed by Allah (swt) in Kalubala were told (I am your Lord), even though Allah (swt) introduced Himself, they knew that they were created there. When those who disbelieve in Allah by not thinking about their fate, when their own will is written for them as destiny, when these people come to the realm of property, which we call the realm of the unseen, these people do not want to hear the word of truth because of their nature. That is why they are deaf. And because they do not want to speak the truth, they are dumb to the Word of truth. People who have these traits are the worst of all created animals.

In verse 22 of Surah Al-Anfal Allah Almighty says: "The deaf and dumb who do not think are surely, in the sight of Allah, in a worse state than animals." Who do not think. Allah has given a mind. The one who does not want to think with that mind about good and bad, good and bad. The person who follows his nafs, who on the path Satan shows advances, who lets Satan put his halter on his neck. Of course, worse off than animals, they are in error, in an error. Allah Almighty has programmed all creatures for the tasks they will do. All creatures, with the natures given to them, know the tasks they will do. The heavens and the earth, these two and what is between them, have known their Lord's remembrance. According to the verse, they remember their Lord.
Only man, being held as the one addressed before Allah Almighty, has had his will placed in his own hands. The human being whom Allah's Self addresses, though he knows he was created by Allah's will, if he denies his Creator, he is the worst of the animals roaming the earth.
People who were honored with Allah Almighty's address at Kalu Bela — when it was said to you, "I am your Lord", although Allah Almighty introduced Himself, people too know that they were created. As for those who deny Allah without thinking of their end: when their own wishes were written for them as destiny, when these people came into the great realm we call the hidden realm, because of the natures in them, these people do not want to hear the word of truth. That is why they are deaf. And because they do not want to speak the truth, they are dumb toward the word of truth. People with these realities are in the state of the worst of the created animals.
